Good morning,

As we suggested when ll eplied to Will uestion regarding possible future inventory of
the MNG'’s fleet, we started inquiring regarding the activities implemented by partners that are
of relevance to this area.

Enclosed, please find our meeting report with Bundespolizei colleague. Lots of synergies and
room for coordinated work.

We would recommend to have joint discussions also with Italian colleagues as well as with other
counterparts who did not necessarily provide boats, but definitely assessed the situation, at least
partly. This would allow us to join efforts and avoid possible duplications.

Many thanks for this excellent discussion this morning and for the info you kindly sent now. We
will keep it for personal use only.

\We have for sure the same position on the topics we addressed today and | will come back to

you with regard to the following:

Possible assessment of the fleet (this should definitely lead to rationalisation of assets,
reorganisation of the staff, strengthening of their skills — not only operationally speaking
but also for maintenance and repair purposes, strategic planning in regard to the
missions assigned to various types of boats, etc.).

\We need to inquire with 1-2 additional partners (notably Italians) then would proceed
the way we were thinking of. | keep you updated;

MNG School of Monastir.
We will also inquire with few other colleagues about what they did so far and will share
with you also;

Trainings.

We’ll update you as well, as we should try to get update about what was eventually done
by the Brits with their BS1 curriculum. We also intend to assess impact of the previously
delivered trainings — this could provide some additional ideas for topics and approaches
to consolidate what was done.

Will keep you informed also about SAR.

Last but not least, as soon as we know when we would come to Tunisia, | will let you know (as
well as lin Tunis). This may give us the opportunity to arrange useful meetings.

„Das nunmehr vorliegende Gesamtbild im TP Seesicherheit weist Defizite im gesamten
Organisationsbereich der GNM auf. Die Sicherstellung einer Handlungsfähigkeit in den Bereichen

Einsatz, Fortbildung/Training und Technik/Logistik erfordert

« bedarfsorientierte Unterstützung durch die Geberländer,

« nachhaltige Implementierung ablauforganisatorischer Prozesse,

« Modernisierung der Bootsflotte bei gleichzeitiger Reduzierung der Typenvielfalt,

« Modernisierung der maritimen Infrastrukturen,

« Erhöhung der Handlungsfähigkeit durch Refinanzierung von Verbrauchsmaterialien.

Die Wahrnehmung der operativen Aufgaben im Sinne der europäischen
Vorverlagerungsstrategie könnte durch die Bereitstellung/Beschaffung von je 2 seegängigen
Booten pro Einsatzabschnitt

optimiert werden (8x Offshore Patrol Vessel in der Größenklasse von ca. 40 m Länge).

Unter Betrachtung der ausgeführten Informationen werden für die Jahre 2021 - 2024
nachfolgende Maßnahmen nach Priorität vorgeschlagen:

. Ertüchtigung Werkstatt MONASTIR

. Mentoring von Multiplikatoren Lehrgang „Wartung, Pflege und Bootsfahrtraining“

. Lehrgang MTU

. Ertüchtigung Maritimes Zentrum

. Beschaffung von Lenzpumpen gem. Aufstellung TPA

. Lehrgang „Bootsfahrtraining schnelle KB” (KB 1-6)

. Ertüchtigung und Ausstattung von Liegeplatzinfrastrukturen

. Lehrgang „Bootsfahrtraining schnelle KB“ (KB 7-12)

9. Unterstützung beim Aufbau einer standardisierten Fortbildung und Coaching der durch die
GNM gestellten Fachlehrer

10. Ausstattung Werkstatt TUNIS

11. Lehrgang für Werkstattleiter/ Stellv. Werkstattleiter, Logistiker
„Materialmanagement/Logistik“ (3x2 Wochen, davon 2 in DEU ab 2022)

12. Beschaffung von Tankfahrzeugen

13. Qualifizierung von Multiplikatoren Bootsfahrtraining für „Schnelle Kontrollboote“ in 2022
14. Ertüchtigung einer Werkstatt inklusive Kran und Liegeplätze für den Distrikt Süd

15. Erhöhung der operativen Einsatzbereitschaft durch

a. Anpassung der Einsatzkonzeption
