We would like to inform you that the Integrated Situational Awareness and Analysis (“ISAA”) reports are crisis reports currently issued on the migration crisis, on COVID-19 coronavirus outbreaks and on Russia's invasion of Ukraine, on a weekly basis. There are over 500 reports concerning these three crisis activations. The ISAA reports are drawn up for the Integrated Political Crisis Response (“IPCR”) under the responsibility of the Council of the European Union, in accordance with Council Decision 2018/1993. (Council Implementing Decision (EU) 2018/1993 of 11 December 2018 on the EU Integrated Political Crisis Response Arrangements, OJ L 320, 17.12.2018, p. 28–34) The IPCR arrangements provide a flexible crisis mechanism for supporting the presidency of the Council of the European Union in dealing with major natural or man-made cross-sectorial disasters, as well as acts of terrorism. Please find more information here: https://www.consilium.europa.eu/media/29699/web_ipcr.pdf. The ISAA reports are uploaded by the Commission on the Council's IPCR web platform. Taking this into account we would advise you to send your request directly to the Council Secretariat. However, if you still wish that the EEAS look for any document we might hold, in line with Article 6(2) of Regulation (EC) 1049/2001, we would kindly ask you to specify which crisis activation you are interested in and indicate the time frame in which the reports you are looking for have been issued in order to narrow down the request and to efficiently search for these documents. Dear Sir or Madam, in your reply from December 9th you stated that "there are over 500 ISAA reports concerning the three crisis activations (migration crisis, COVID-19 coronavirus outbreaks, Russia's invasion of Ukraine). It is therefore surprising that your search of our request couldn't identify any reports or documents. I case our clarification didn't provide the right search terms; we would like to request another search of the EEAS database of the ISAA reports with the search terms/key words: migration, migration crisis, refugees, refugee crisis, war in Ukraine, Russia's invasion of Ukraine, Russian aggression.
