- Minutes and other reports of these meetings
- All correspondence including attachments (i.e. any emails, correspondence or telephone call notes) between your DG (including the Commissioner and the Cabinet) and Microsoft or any intermediaries representing its interests in that time.

The new time limits expire on: - Google, expires on 22/08/2019, under reference number GestDem 2019/3969; - Facebook, expires on 22/08/2019, under reference number GestDem 2019/3968; - Apple, expires on 04/09/2019, under reference number GestDem 2019/4296; - Microsoft, expires on 05/09/2019, under reference number GestDem 2019/4321; - Amazon, expires on 05/09/2019, under reference number GestDem 2019/4322. We apologise for this delay and for any inconvenience this may cause. Your applications are formulated in a very wide way and could concern a very large number of documents, which would need to be assessed individually. Such a detailed analysis cannot be carried out within the normal time limits set out in Article 7 of Regulation 1049/2001. However, the Regulation also provides for a possibility to confer with applicants in order to find a fair solution when an application relates to a very long document or concerns a very large number of documents. Article 6(3) provides that in the event of an application relating to a very long document or to very large number of documents, the institution concerned may confer with the applicant informally, with a view to finding a fair solution. In accordance with the case law of the EU Courts, such a solution can only concern the content or the number of documents applied for, not the deadline for replying. This means that the scope of the request must be reduced in a way that would enable its treatment within the extended deadline of 15 + 15 working days. Based on the above-mentioned provision, we would kindly ask you to specify the objective of your request and your specific interest in the documents requested, and whether you could narrow down the scope of your request (i.e. the subject matter(s) and/or timeframe covered), so as to reduce it to a more manageable amount of documents. In order to help you to narrow down your request, we would like to propose the following “fair solution”: - Limiting the scope of your request time-wise to after November 2014 (current Commission). As this timeframe was already indicated in the following requests: Apple Ref, GestDem 2019/4296; Microsoft, Ref GestDem 2019/4321; Amazon, Ref GestDem 2019/4322. - Limiting the scope content-wise by interpreting “lobby meeting” as either: o A meeting held by the Director-General and mentioned in the “list of meetings with organisations and self-employed individuals” available at http://ec.europa.eu/transparencyiniti... and http://ec.europa.eu/transparencyiniti... ; or o A meeting which falls under the definition of Commission Decision 2017/838/EU, i.e. with the purpose “to discuss an issue related to policy-making and implementation in the Union”, where the other party is “engaged in activities carried out with the objective of directly or indirectly influencing the formulation or implementation of policy and the decision-making processes of the institutions of the Union”, except those meetings “taking place in the context of an administrative procedure established by the Treaties or Union acts”.
