As we always develop our courses in cooperation with external partners the disclosure of the requested documentation is covered by this rule. You also mention no overriding public interest for the disclosure of this training material. Dear Ms. Paquot, Thank you for your answer to my request and your offer to direct me to publicly available resources. I appreciate it very much and would be very interested in the four topics you mention in your last email. On the legal side: Is it possible to get access to the teaching materials without publishing them on fragdenstaat.de? At least here in Germany copyright law can (in the most cases) only prohibit the publication and commercial utilization of state documents but not the access to it. I also think it is in the interest of the public and the European Union/ EUSA to grant access to the teaching materials as this would result in European Citizens being able to learn about the functioning and history of EU and gain skills that are vital to a functioning democracy. In case we can not agree on a common view I suggest asking the European Ombudsman for mediation. Thank you for your efforts - I appreciate it very much!
