Transparency unit staffing and budget

Dear Sir or Madam,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

For the years 2017, 2018 and 2019:

- any and all documents that contain the number of staff in your Transparency Unit (or the department dealing with access to EU documents requests) - this could be, for instance, organigrams or staffing plans that are specific to that unit;
- any and all documents containing the budget for your Transparency Unit (or the department dealing with access to EU documents requests); I would appreciate the most detailed version of this budget possible.

And for the years 2016, 2017 and 2018:

- any and all documents containing data on the handling of access to EU documents requests by this institution; I am looking specifically for broken down data, per year, on the number of initial access to documents applications received, and the number of confirmatory applications received.

Dear Ms. Izuzquiza, We refer to your access to documents request of 3 May 2019 sent to the European Investment Bank (EIB) via the FragDenStaat.de internet portal. We also refer to our acknowledgement of receipt of 3 May 2019. Your request has been handled in accordance with the provisions of the EIB Group Transparency Policy (https://www.eib.org/en/infocentre/publi…). We would like to inform you that the EIB does not have a Transparency unit per se (or a specific department dealing with access to documents requests). As described in article 9 of the EIB Group Transparency Policy (EIB-TP), the oversight and implementation of the TP falls under the responsibility of the Bank’s Management Committee. Responsibilities are deployed throughout the organisation as appropriate to ensure the policy objectives are reflected in goals and activities at all levels of the organisation. Likewise, the EIB does not have a specific budget dedicated to transparency or handling access to documents requests and such activities are handled within the Bank’s administrative costs. As indicated in the EIB-TP, resources are assigned for the implementation of the Transparency Policy throughout the organisation. Relevant staff at all levels of the organisation are trained in how to handle transparency and disclosure issues, dialogue with stakeholders, and other related topics. Within the organisation, expert resources are available to advise on transparency issues. Under the Bank’s procedures for handling requests for information from the public, applications for access should be preferably addressed in writing to the EIB information desk, within the Bank’s Corporate Responsibility Department, who may advise and coordinate the reply with the relevant other departments depending on the nature of the request. They can also be made in any other form and be sent to any of the EIB addresses, including its External Offices, who will reply in accordance with the provisions of the EIB-TP. Regarding the data on the handling of access to documents requests, we kindly invite you to consult the reports on the implementation of the EIB Transparency Policy published on the Bank’s website.
