Transparency unit staffing and budget

Dear Sir or Madam,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

For the years 2017, 2018 and 2019:

- any and all documents that contain the number of staff in your Transparency Unit (or the department dealing with access to EU documents requests) - this could be, for instance, organigrams or staffing plans that are specific to that unit;
- any and all documents containing the budget for your Transparency Unit (or the department dealing with access to EU documents requests); I would appreciate the most detailed version of this budget possible.

And for the years 2016, 2017 and 2018:

- any and all documents containing data on the handling of access to EU documents requests by this institution; I am looking specifically for broken down data, per year, on the number of initial access to documents applications received, and the number of confirmatory applications received.

In DG CONNECT, ‘Access to Documents’ requests are being dealt with in a centralized manner by its ‘Compliance & Planning unit’, CNECT/R4. Dear Ms Izuzquiza, In OLAF, the Legal Advice Unit is in charge of dealing with requests for public access to documents. Within the Unit, the requests are treated by 9 officials (legal officers) out of whom one is the legal coordinator for access to documents. They are assisted by an administrative assistant, who is also the administrative coordinator for access to documents. The legal officers deal with these requests besides their core tasks of providing legal advice to management and operational units. There is no separate budget specifically designated for the tasks related to public access to documents of the Legal Advice Unit in OLAF. Dear Ms Izuzquiza, Please find below the requested information on the number of staff members dealing with access to documents requests at the Service for Foreign Policy Instruments and on the budget allocated to the Unit dealing with such requests. · Number of staff dealing with access to documents requests in 2017, 2018 and 2019: In 2017, 2018, 01/2019 and 02/2019, three staff members were dealing with access to documents requests: One legal coordinator and two administrative coordinators. From 03/2019 until today, four staff members are dealing with access to documents requests: Two legal coordinators and two administrative coordinators. Within the Unit, two staff members are dealing with access to documents requests; however, these are not their only tasks as they have other tasks as well. Dear Ms Izuzquiza, Thank you very much for your interest in the topic of transparency and the important work we do on access to documents. We refer specifically to your request for: - any and all documents that contain the number of staff in your Transparency Unit (or the department dealing with access to EU documents requests); - any and all documents containing the budget for your Transparency Unit (or the department dealing with access to EU documents requests) Further to the correspondence you had with the Secretary-General, we are providing you with relevant information in our possession under the Code of Good Administrative Behaviour. Please note that Access to Documents is part of the Transparency team and our data does not further break down the time allocation between Transparency and Access to Documents work as such. Nevertheless, we can confirm that for, 2018 and 2019, the equivalent of three officials, part of the Transparency and Evaluation unit in DG Trade, are dealing with access to documents requests. We do not possess data in relation to 2017 because there was an internal re-organization during the year and the Transparency team was attached then to a different unit. Please note that there is no separate budget specifically designated for the Transparency part of the Unit in DG Trade. We trust that this information is useful to you. Yours sincerely
