Transparency unit staffing and budget

Dear Sir or Madam,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

For the years 2017, 2018 and 2019:

- any and all documents that contain the number of staff in your Transparency Unit (or the department dealing with access to EU documents requests) - this could be, for instance, organigrams or staffing plans that are specific to that unit;
- any and all documents containing the budget for your Transparency Unit (or the department dealing with access to EU documents requests); I would appreciate the most detailed version of this budget possible.

And for the years 2016, 2017 and 2018:

- any and all documents containing data on the handling of access to EU documents requests by this institution; I am looking specifically for broken down data, per year, on the number of initial access to documents applications received, and the number of confirmatory applications received.

We have dealt with your request in accordance with Regulation 1049/2001[[1]](#_ftn1) regarding public access to European Parliament, Council and Commission documents and the Ombudsman’s Decision on the handling of requests for public access to documents[[2]](#_ftn2). The table below provides the relevant information concerning your request under (i): ** ** **YEAR  2016** **YEAR  2017** **YEAR  2018** **TOTAL ** Number of initial access to document requests received 29 30 24 **83** Number of Confirmatory applications received 2 3 3 **8** Number of Freedom of Information requests 5 1 8 14 **GLOBAL TOTAL** ** ** ** ** ** ** **105** We have identified three documents as falling within the scope of point (ii) of your access request: - Decision of the European Ombudsman on Records Management in the Office of the European Ombudsman of 6 September 2017: 2017_09_06_EO records management decision_final_2017 - Decision of the European Ombudsman on the appointment of an Information Officer of 26 May 2014: 2014-05-28_Transparency Officer-INT2014-000348 - Decision appointing the Ombudsman’s Office Transparency Officer of 17 December 2018: 2018-12-17_EO Decision-TransparencyOfficerAppointment-Ares(2018)6502021 We have decided to grant you full access to these documents. As you will see from these documents, several staff members are entrusted with responsibilities for handling access to documents requests under Regulation 1049/2001. These responsibilities are combined with the staff member’s main responsibilities as set out in the job description for the relevant post. The staff members, however, do not form a separate unit[[3]](#_ftn3). The Transparency Officer takes decisions on initial applications pursuant to Article 7 of Regulation 1049/2001. Two members of the Personnel, Administration, and Budget Unit, supervised by their Head of Unit, assist the Transparency Officer. The staff members entrusted with responsibilities for handling issues of transparency and freedom of information do not receive additional remuneration as this function is part of the staff members’ overall responsibilities.
