Transparency unit staffing and budget

Dear Sir or Madam,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

For the years 2017, 2018 and 2019:

- any and all documents that contain the number of staff in your Transparency Unit (or the department dealing with access to EU documents requests) - this could be, for instance, organigrams or staffing plans that are specific to that unit;
- any and all documents containing the budget for your Transparency Unit (or the department dealing with access to EU documents requests); I would appreciate the most detailed version of this budget possible.

And for the years 2016, 2017 and 2018:

- any and all documents containing data on the handling of access to EU documents requests by this institution; I am looking specifically for broken down data, per year, on the number of initial access to documents applications received, and the number of confirmatory applications received.

Dear Ms Izuzquiza, This is a reply to your application A(2019)5578 for access to documents of the European Parliament. Please find attached an extraction of Parliament's organigram with the details of the composition of the Transparency Unit, the service that is in charge of coordinating the replies to applications for access to documents (and also of the joint management of the Transparency Register, together with the European Commission). Personal data has been removed thereof in line with Regulation (EU) 2018/1725 on the protection of natural persons with regard to the processing of personal data by the Union institutions. Parliament's 2016, 2017 and 2018 budgets are accessible through Parliament's webpage: http://www.europarl.europa.eu/about-parliament/en/organisation-and-rules/parliaments-budget and the Commission's https://eur-lex.europa.eu/budget/www/index-en.htm . There is no documented breakdown of Parliament's budget specific to Transparency Unit. The Transparency is an integral part of Parliament's administration and the costs of running it are covered by Parliament's several relevant budget lines (like the lines included in Chapter 1 2 "Officials and Temporary staff", for example). The actual cost of the processing of applications for access to documents by Parliament's administration is not documented and the information would prove especially difficult to establish, if possible (in part because a variety of Parliament's services may be involved in the handling of a given application for access to documents, depending on the documents requested and whether access to the document is granted or not). It is worth noting in this respect that Regulation (EC) No 1049/2001 on access to documents only provides for a right to access the documents of the institutions and does not bind the institutions to provide applicants with information they may be interested in. It is not Parliament's policy either where the institution would need to invest significant resources to establish the information. The number of initial access to documents applications received, and the number of confirmatory applications received each year is collated and established in annual reports on access to documents. Those annual reports are published on Parliament's Public Register for Documents: http://www.europarl.europa.eu/RegistreWeb/home/annualReport.htm?language=EN The annual report for the year 2018 is attached hereto, and will soon be published on the above mentioned webpage. In view of the foregoing, Parliament considers your application as handled and closes the file.
