Further to our reply to your query of 24 May regarding the above matter, please find below (and attached) the response from our services in charge.
With reference to your request of 3/5/2019, which was considered by the European Research Executive Agency (REA) as an access to information request and was handled in accordance with the Code of Good Administrative Behavior, as communicated to you in our acknowledgement of receipt dated 24/05/2019 - FW: Transparency unit staffing and budget [#136206].
Concerning your question on the number of staff in and budget for REA’s transparency unit for the years 2017, 2018 and 2019, please note that the REA does not have a Transparency Unit, as you would notice from the organization chart of the REA available on the website of the REA:

For your information, in REA it is the Legal Affairs, Internal Control and Reporting Sector that deals with the requests for public access to documents submitted under Regulation (EC) 1049/2001 of the European Parliament and of the Council on public access to EU institution documents. In specific, the Legal Team within the Sector is responsible for handling such requests. There is also an administrative assistance within the Legal Affairs, Internal Control and Reporting Sector ensured for the non-legal, administrative type of work related to access to document requests. Besides the Legal Team of the Sector Legal Affairs, Internal Control and Reporting, other Units in REA are also involved when handling requests for access to documents, in particular the Units holding the documents or the Data Protection Officer (DPO), where appropriate, provide their feedback for the preparation of the reply.
It is important to mention, that the colleagues dealing with access to document requests in the Legal Team of the Sector Legal Affairs, Internal Control and Reporting are also assigned various other types of legal tasks. Therefore, the percentage of time the Legal Team is dedicated to the handling of access to documents requests is estimated to be 10 to 20 percent.
Since your request relates to transparency, it shall also be noted that other services within REA reply to numerous requests for information they receive from the public, which are handled in accordance with the Code of Good Administrative Behavior.
Concerning the data on handling of access to documents requests by REA, please find attached the table containing the number of initial applications for access to documents and the number of confirmatory applications received for the years 2016, 2017 and 2018 by REA.

Thank you for your mail of 3 May, referring to Regulation (EC) No 1049/2001 of the European Parliament and of the Council of 30 May 2001 regarding public access to European Parliament, Council and Commission documents (Regulation (EC) No 1049/2001).
We acknowledge receipt of your request for documents containing information on the number of staff working in the Research Executive Agency’s ‘Transparency Unit’ and their budget, as well as data on requests for access to documents received by the Agency.
We would like to seize the opportunity to clarify the nature of your request. It appears that you are requesting access to documents that contain specific information.
Please note that Regulation (EC) No 1049/2001 applies only to requests for access to existing documents, i.e. “any content whatever its medium (written on paper or stored in electronic form or as a sound, visual or audio-visual recording) concerning a matter relating to the policies, activities and decisions falling within the institution's sphere of responsibility” (Article 3 of Regulation (EC) No 1049/2001).
Since your request relates to information which is not contained in existing documents, and replying would involve compiling information from a number of different documents, it should be considered as a request for information to be processed in accordance with the Code of Good Administrative Behaviour.
In view of the above and in accordance with the Code of Good Administrative Behaviour, you shall receive a reply from REA within 15 working days (by 19 June).
Please note that this reply relates only to information within the remit of the REA. Should you have submitted requests covering also areas falling under the responsibility of other Commission Directorates-General or other Executive agencies, such requests will be treated by the respective services.
