We are reverting to you about your request of 3 Mai 2019, which was considered by the Executive Agency for Small and Medium-sized Enterprises (EASME) as an access to information request and was handled in accordance with the Code of Good Administrative Behaviour, as confirmed to you in our acknowledgement of receipt (Ares(2019)3482271 - FW: Transparency unit staffing and budget [#136183]).
Concerning your question on the number of staff in and budget for EASME’s transparency unit, please note that the EASME does not have such a unit, as apparent from the organisation chart of EASME available on its website: [

For your information, based on the topic of the request for access to documents received, by EASME, it will be attributed to the unit in charge of the topic. The unit will identify the documents falling in the scope of the request and will assess them in the light of Regulation 1049/2001. The legal team will provide legal support. The Data Protection Officer (DPO) provides advice in case the request of access to documents concerns documents with personal data. Furthermore all draft replies are verified and approved by management.
As you can see, access to document requests are not dealt with by a single unit but by various actors on different levels within EASME. Since your request relates to transparency, it shall also be noted that various units within EASME reply to numerous requests for information they receive from the public, which are handled in accordance with the Code of Good Administrative Behaviour of the European Ombudsman.
Concerning the handling of access to documents requests by EASME, please find below the table containing the requested data on the number of initial requests for access to documents applications and the number of confirmatory applications received for the years 2016, 2017 and 2018 by EASME.

Dear Mrs Izuzquiza,
We refer to you email of 3/5/2019 referring to Regulation (EC) No
1049/2001 of the
European Parliament and of the Council of 30 May 2001 regarding public
access to European
Parliament, Council and Commission documents (“Regulation (EC)
1049/2001”) in which
you are requesting certain documents concerning information on the number
of staff in and
budget for EASME's Transparency Unit as well as data on the handling of
access to EU
documents requests by the EASME.
We would like to take the opportunity to clarify the nature of your
request. It appears that
you are requesting access to documents that contain specific information.
Please note that
Regulation (EC) No 1049/2001 applies only to requests for access to
existing documents,
i.e. “any content whatever its medium (written on paper or stored in
electronic form or as a
sound, visual or audio-visual recording) concerning a matter relating to
the policies,
activities and decisions falling within the institution's sphere of
responsibility” (Article 3 of
Regulation (EC) 1049/2001). As your request relates to information which
is not contained
in existing documents, and replying would involve compiling information
from a number of
different documents, it should be considered as a request for information
to be processed in
accordance with the Code of Good Administrative Behavior of the European
Ombudsman.
The EASME will collect the information and data and will present them to
you in a clear and
detailed manner so your request is satisfied to the fullest extent.
Following the above and in accordance with the Code of Good
Administrative Behaviour of
the European Ombudsman, you shall receive a reply from the EASME in 15
working days
(by 17/6/2019).
Please note that this reply relates only to information within the remit
of the EASME. In case
you have submitted requests covering also areas falling under the
responsibility of other
Commission Directorates-General or other Executive agencies, these
requests will be
treated by the respective services.
