For this purpose, I've created a simplified version of the Spreadsheet which I've attached. The green shaded cells are the main parameters to be adjusted. I've left the number of unregulated trucks and vocationals constant compared to the Supercredit-Scenario, as manufacturers will benefit also in their CO2-stats from putting regulated vehicles on the market, so they may choose these over the unregulated ones. We have had another look at the numbers and came to the following conclusions: Based on your calculations in scenario 2, we don't see the benchmark formula as too stringent or demanding. As mentioned, the main goal of switching from a supercredit to benchmark system is to increase the Stringency. A 3.5% ZLEV share to meet the 1.5% benchmark and the full bonus cap seems more than feasible to me. Moreover I also don't believe that given the very short deadline we have with trilogues next Monday, it would be opportune to question the whole mechanism and formula. Contrary to last trilogue, we should be discussing the level of ambition, not the system. Finally I also think we need to be aware that EP is giving up a lot. They will loose completely on the 2025 target and probably also on the 2030 target which is already quite painful. We are convincing them to do so but in reward DE and other MSs really need to give them something substantial on the benchmark (a good figure eg 2-3% with low incentive factor). Otherwise we will have no deal in the end which would be very unfortunate. More than happy to discuss in more details on the phone,
