Dear Mr Hartling, The European Aviation Safety Agency (EASA) is governed by Regulation (EU) 2018/1139, which sets out the tasks and responsibilities of the Agency. Our task concerning rulemaking is to assist the European Commission in the adoption of implementing rules, according to Articles 75 and 76 of Regulation 2018/1139. The Agency cannot provide legally binding interpretations of EU Regulations. These functions are reserved to national and EU courts and to the European Commission. Under the EU Treaties, Member States are responsible for interpreting and implementing EU law in their national legal system. We can only assist you in providing the links to different regulations on our website The regulations can be found from EASA’s webpages under heading ‘Aircrew‘: http://easa.europa.eu/regulations/regulations-structure.php We therefore recommend that you contact your national aviation authority for further clarification. If you do not agree with the reply of your national authority, you can only resolve this problem at national level of this particular national authority, for example by sending your complaint to the national body dealing with complaints against state authorities.” Yours sincerely, Your Aircrew Regulations and Standardisation Teams Postal: Postfach 10 12 53, 50452 Cologne, Germany
