In\nthese guidelines, trainers will find all documents in order to conduct the training\naccordingly\n\nThis document is composed of three elements -— introduction, practical guide and\nannexes.\n\nFor the delivery of this course it should be taken into consideration that all participants\nare already trained and experienced border guards on national level.\n\nThis course is about a Frontex “Joint Operation” with the emphasis on good\ncommunication in English and collaboration with team members from other Member\nStates that may have been trained in slightly different ways. Topics like Frontex Code of Conduct, Reporting\nprocedures, complaint mechanism and other relevant information are provided in an\ninteractive way with an assessment.\n\nThe online course is the essential fundament for the contact-learning phase. During\nthe contact-learning phase, the learners can apply their knowledge in a simulated Joint\nOperation.\n\nContact-learning phase\n\nThe contact-learning phase is delivered at a Frontex Partnership Academy over five\nconsecutive working days.\n\nThis phase is delivered via scenario-based exercises as a simulation of a joint\noperation (from briefing to debriefing), combining theoretical knowledge and practical\nexercises. This contact-learning phase is established in an artificial joint operation\nnamed “Europia”.\n\nThe methodology of the contact-learning phase is going from easy to more complex\ntasks of the Joint Teams:\n\nBriefing ofthe Team Members\n\nRadio communication exercise\n\nTactical training in a Joint Team\n\nExercising in Joint Teams\n\nExercising in a Shift with Other Joint Teams Involved\nExercising in a Night Shift with Other Joint Teams Involved\nDebriefing\n\n1.5 General assessment strategy and re-sit procedures\n\nThe independent learning phase and the contact-learning phase are taken into\naccount for the assessment of the learner. The successful participation of the\nindependent learning phase enabies the learner to participate the contact-learning\nphase. In case the participant has not passed, or couldn’t get access to the online\ncourse (technical reasons, invitation for course came late, legitimate personal\nreasons), the participant is allowed to finish the online course in the beginning of the\ncontact-learning phase in exceptional case. This is in general regarded as a failure of\nthe course and the additional time is regarded as a re-sit.\n\nDuring the contact-learning phase, the theory of the online course will be brought into\npractice and the learner has to act in a Joint Team in order to solve typical border\nrelated tasks in an artificial joint operation.",

Radio communication exercise\n\n2. Three scenarios related to exercising in a joint team\n\n3. Exercising in a shift with other joint teams involved\n\n4. Exercising in a night shift with other joint teams involved\n\n5. Report writing and reporting procedures\n\nAssessment 1. Each scenario shall be assessed on both critical\n\nmistakes and minor mistakes. These are in general\nidentified for each scenario. A single critical failure\npoint will be an automatic scenario fail. However, a\nparticipant will be allowed to have a number of “minor\nfaults” before they all add up to a fail. For the current\nscenarios three minor mistakes lead to one critical\nmistakes, which means failure of the scenario.\n\n2. There should always be at least two trainer/assessors\nwith each team of 3 to ensure that each team member\nis being assessed at all times.\n\nThe trainer/assessors will have to take care to be able to\n\nobserve their designated participants at all times.\n\nFeedback 3. Feedback must be on an individual basis.\n\nTeam feedback is also valuable to cover general\nperformance issues that all should receive feedback on.\n\nIndividual feedback is essential to identify areas each\nindividual is doing well or is failing to achieve over. It\nshould be given immediately following each scenario so\nthat the participant has the chance to improve in the next\nexercises.\n\nThe feedback of the trainer / assessor follows following\nrules:\n\nThe trainer encourage the team to discuss all positive and\nall negative aspects in their performance during the\nscenario.",

These scenarios are managed by\nthe trainers and should be organized in most realistic way.\nAfter each performance of a team in a scenario, the trainers\nprovide a feedback to the team by respecting following\nrules:\n\nI. After the scenario the team will have a few minutes\nto reconsider their performance and how they have\nmanaged the scenario from their perspective; about\nwhat went well and what they would do better in\nfuture in a similar case.\n\nIl. The team presents their conclusion to the trainers\nwithout interruption of the trainers; it is important that\nthe team detects misconduct by themselves in order\nto reach best learning effect.\n\nIll. Afterwards the trainers will, based on the\npresentation of the team, provide the team with\nfurther tips and hints in order to improve the\nperformance of the team.\n\nIV. The feedback should always end positive for a better\nacceptance of the learning process.\n\n \n\nPass-mark 4.\n\n \n\nParticipants can fail one of the scenarios and improve\nover the next few scenarios so that they pass at the\nend of the course.\n\nThe failure of two or more scenario assessments is\nrecorded as a “referred pass”, (which is a kinder way\nof recording a fail).\n\n \n\nIntense re-training 6.\n\nOnce the “Referral” decision (fail) is given to the\nparticipant he/she shall be given targeted briefing/re-\ntraining on what they need to do in order to pass the\nre-Sit.\n\n \n\nRe-sits T.\n\nParticipants who fail should be able to re-sit the\nscenario they failed during the week’s course. There\nis spare time built into the course that should be used\nto allow this to happen.\n\nRe-sits should be about the same scenario subject\narea (eg smuggling, or human trafficking, or first aid,\netc), but it should be a new different scenario from the\none originally undertaken.\n\n \n\n \n\n10",

After finishing one task, they receive the next task\nfrom command centre, and have to move to a new position. During the radio\ncommunication exercise there is the possibility to move 5 times and receive five tasks,\ndepending on the time schedule.\n\nAfter completing all tasks patrols move back to the command centre for feedback\nsession.\n\nThrough this exercise, participants should be aware about the importance of delivering\naccurate information via radio and how a lack of communication could have impact in\na real life situation.\n\nRadio communication exercise is more detailed in Annex VII.\nFor the assessment, following aspects are of importance:\n\n- Usage of NATO Alphabet\n- Radio communication procedures\n- Communication and interaction among the team\n\nAverage use of all three benchmarks is required for passing the exercise. If one ofthe\nbenchmarks is continuously misconducted, it will lead to failing the exercise.
