"content": "WORKING ARRANGEMENT\n\non the establishment of Operational Cooperation between\n\nthe European Agency for the Management of Operational Cooperation at the External Borders\nof the Member States of the European Union(Frontex)\n\nand\n\nthe Border Guard Service of the Republic of Moldova\n\nThe European Agency for the Management of Operational Cooperation at the External Borders of\nthe Member States of the European Union (hereinafter referred to as \"Frontex\") and the Border\nGuard Service of the Republic of Moldova,\n\nProceeding from their aspiration to promote the development of extensive operational\ncooperation between Frontex and the Border Guard Service of the Republic of Moldova,\n\nHave arrived at the present arrangements on launching operational cooperation with regard to the\nfollowing basic principles, objectives, contents and organisation of the cooperation:\n\n1. Basic principles\n\nFrontex and the Border Guard Service of the Republic of Moldova (hereinafter referred to as\n\"Parties’), emphasize that the intended cooperation shall be developed gradually. The aim is to\nwork towards a sustainable partnership.\n\n2. Objectives\n(1) To counter irregular migration and related cross-border crime by means of border control.\n(2) To strengthen security at the borders between EU Member States and Moldova.\n\n(3) To develop good relations and mutual trust between border guard authorities of EU Member\nStates and Moldova.\n\n(4) To facilitate measures taken by Frontex and the Border Guard Service of the Republic of\nMoldova.\n\n3. Contents\n\n(1) Development of activities in the field of information exchange and risk analyses aiming at\nimproving the efficiency of border control at the borders between EU Member States and Moldova.\n\n(2) Development of activities in the field of training as well as in the field of research and\ndevelopment related to border management.",

"content": "(3) Coordination of certain joint operational measures and pilot projects for maintaining and\nimproving border control between EU Member States and Moldova, elaboration of ideas on\ntechnical improvement of these measures.\n\n(4) Active discussion on development at technical level of border procedures, including matters\naiming at more efficient border control, best practices, improvement of technical equipment and\ntechnological upgrading at the borders.\n\n(5) Improvement of the operational interoperability between the border guard organisations of\nEU Member States and Moldova.\n\n4. Organisation\n\n(1) A structured dialogue on the operational cooperation in border-related matters will be\nmaintained between the Executive Director of Frontex and the Generai Director of the Border\nGuard Service of Moldova.\n\n(2) Daily contacts will be maintained via agreed Points of Contact. When necessary, expert\nworking groups will be established with a view to considering specific issues and elaborating\ncorresponding common recommendations.\n\n5. Amendment of the Working Arrangement\n\nThis Working Arrangement can be amended on the basis of mutual consent of Frontex and the\nBorder Guard Service of the Republic of Moldova.\n\n6. Legal status\n\nThe present Working Arrangement shall not be considered as an international treaty. Practical\nimplementation of its contents shall not be regarded as fulfillment of international obligations by\nthe European Community, its institutions and its Member States and Moldova.\n\nThis Working Arrangement comes into force on the day following its signature and is concluded for\nan indefinite period of time. Each Party may terminate this Working Arrangement by giving a\nwritten notice. This Working Arrangement ceases to be in effect three months after the date of\ndelivery of such notice to the other Party.\n\nDone in Chisinau on the 12'\" August 2008 in two original copies in English and Moldovan languages,\nboth texts being equally authentic.
