Telespazio (with DLR) is a shareholder of Spaceopal. A first meeting has taken place on the 15 May 2020. Spaceopal runs the operations of the Galileo infrastructure that is deployed around the globe in several centers and ground stations (two Galileo control centers located in Fucino (IT) and in Oberpfaffenhofen (DE), one Galileo Service Centre in Madrid, plus a set of other stations spread around the globe). Proposal to establish a steering group to prepare a roadmap for downstream space applications -    Thank you very much for your interesting proposal for creating a steering group on downstream space sector. Indeed, ensuring the use of services and data provided by Galileo, EGNOS and Copernicus is key to their success. -    That is why we are regularly consulting the user communities and companies using space data and services through number of channels, gathering substantial feedback from them. In particular,    We have the ‘User Consultation Platforms’ for each of the programmes.    We are also in contact with Galileo Services, which represents the major satellite navigation downstream industry players in Europe.    The European GNSS Agency is having very close contacts with various market segments, as this agency is in charge of market and technology monitoring. -    Under the new EU Space Programme, we intend to create a working group, the ‘User Forum’. The User Forum will assist the programme committee with identification of user requirements, verify service compliance and identify gaps in services provided. It will be a forum for regular consultation with end-users from public and private sectors. -    As you can see, we receive a lot of very useful information and we will receive even more in the future, therefore we would find it somewhat confusing to add yet another layer with users. Given the various responsibilities we have, we try to use our limited resources in ways so as to implement our Space programme in the most efficient and clear way to users. 2. Impact of COVID-19 We appreciate the reactivity and the measures put in place by GSOp to face COVID-19 crisis. For instance, - different operator teams have been put in place in a way that teams would never meet (hence avoiding virus transmission); - sanitary measures have been implemented in all sites; - supplementary operators’ training have been started; Italian authorities even helped the Fucino centre by mounting tents which proved rather useful in organising continuous stay on-site. The Commission has contacted Italy (and Germany) in order to get logistic support to help a potential handover between Control Centres that might be necessary during the COVID crisis. GSOp has further identified the need to have military staff trained as a further back-up 2",

This request has to be carefully examined since it might impair the principle of Galileo as civilian system operated by civilian personnel. Several questions related to the progress and the success of the measures can be raised (see below). Question: Have you been faced with situations of operators being infected? What about the supplementary training programme? Is it now finalised? Do you need further support from national authorities (IT and DE)? 3. Space in the proposed MFF and recovery plan -  We are aware of the consequences that the COVID 19 pandemic has had on the EU Space industry, in terms of jobs, continuity and quality of service - with serious threats to the sustainability of on-going and future projects. -  The recovery plan and updated MFF that the Commission presented last week Space retains the budgetary envelope proposed at the Council GAC of February (PEC). At EUR 14,9bn current prices it suffers a cut of 7% to the original Commission proposal. -  We are optimistic that the new 5 Strategic autonomy window of InvestEU will provide th new opportunities for new space projects, but it is too early to say how exactly this could work. -  It would be useful to have a structural dialogue with industry to have a full picture of the current situation of Space part of the Aerospace and Defence ecosystem (upstream – midstream downstream, on a continuous basis and including stakes for technology providers and related R&D /innovation ecosystems). We are also interested in the industry’s outlook towards the most promising /important international markets. -  We are currently considering how to organise such a stakeholder consultation, possibly via web-conferences/workshops. 4. GSOp activities The Commission is satisfied with the way, that Spaceopal manages Galileo operations. GSOp is managing an extremely complex system which is still under evolution. The Commission expects from the operator to have not only a service provision view but also a programme perspective with a proactive approach. There are two possibilities for improvement: -   Additional effort should be done by GSOp in securing weak areas, such the availability of spares parts for maintenance. This already appeared to be a weak point of Galileo operations before the COVID crisis. It has to be carefully managed. The best example is unavailability of Galileo Uplink Stations for several weeks which was due to the lack of spare parts for High Power Amplifiers in the stations. COM insist on the criticality of this issue and invites to take immediate measures to provide 3",

            "content": "robustness to Galileo. -   Spaceopal should be a strong industrial partner, ensuring management of major changes of the programme (such as the takeover of the maintenance of Ground Control Segment elements by end of 2020 and execution of the post-launch operations (LEOP) from the Ground Control Centre in DE). The Commission expects from Spaceopal to manage these files with maturity and extreme pro-activeness. Question: What is Spaceopal doing to recover the critical situation of spare parts and L1 maintenance? What is the extra effort to cope with the COVID crisis which expose further the programme to a risk of major failure? Evolution of the programme The programme is in constant evolution towards FOC configuration. GSOp plays a key role and has to demonstrate maturity and commitment to manage new activities. Infrastructure upgrade in GCC (Pre-operational chain) The Programme is considering the possibility to deploy a Pre-Operational chain in the control centres to support migrations between successive ground segment versions. This is a risk mitigation stemming from the recommendation of the July 2019 Inquiry Board. GSOp has to provide extension of the hosting sites in GCC-DE and GCC-IT to host additional equipment. The offer of GSOP is expected by early June 2020. It is essential that this offer is provided in due time and in line with the timeline for site preparation. This file has important security implication that must be coordinated with the respective National Security Agencies. Question: What is the state of play on the preparation of the hosting offer for the Pre- Operational chain? What are the measures taken in order to get an offer in due time, in line with the objective schedule and compliant with the security requirements? Remote sites evolution The evolution of the Galileo system towards FOC foresees major changes, in particular in relation to Security Monitoring. These modification have a substantial impact Galileo sites (remote sites and control centres). Such modifications need timely and well negotiated technical and financial offers from Spaceopal. In the past, several reasons lead to delays (non-responsive subcontractors) or heavy financial costs. Long delays are now experienced in upgrades of remote sites (Telemetry and Tracking Facility TTCF#7 deployment in Kourou has accumulated several months of delay). The main reason COM has identified for this underperformance is the weak subcontractor’s management. 4",

            "content": "Question: What is Spaceopal doing to improve the subcontract management in particular in remote sites? Long-due change offers, important delays on deployment works are having a strong impact on the programme. Taking over of ground segment L2/L3 maintenance The programme has decided to transfer to the operator (GSOp - Spaceopal) the maintenance of the ground segment, initially ensured by the ground segment manufacturers (Thales Alenia Space and GMV). In particular, by the end of 2020, GSOp has to take over the “L2/L3” maintenance of the Ground Control Segment (GCS). It is crucial that Spaceopal takes over this file seriously and in a proactive manner. Mastering the L2/L3 maintenance is an excellent opportunity for Spaceopal to increase their knowledge (and the control) of the system they are operating. Question: What is the state of play on the handover of the L2/L3 maintenance? DG DEFIS’ view on Galileo Services future roadmap The roadmap of the future services is very ambitious. The first phases of OS-Navigation Message Authentication (OS-NMA) and High Accuracy (HAS) Services were launched and GSOp will operate from service declaration (end 2022). Commercial Authentication Service (CAS): still at an early stage. A commercial service provider will be in charge when full service is provided. Emergency Warning Service: at early stage of development. The service has a lot of support. The architecture and operation organization are not defined yet. 5",

            "content": "Defensives / Q&A Question: Concerning the transition batch satellites, the GSOp could claim that completely different satellites might impair the operability of the system. Answer:  GSOp is well aware that the constellation is composed by different families of satellites to be managed. In any case, GSA is fully involved in the procurement of transition batch satellites and is taking care of mitigating this aspect. Question: Is the use of duly trained and certified military operators in GCC-I in Fucino being discussed with the Italian authorities to face the COVID crisis? Answer: COM has requested to the Italian (and German) authority the logistic support only. The use of military resources even if trained and certified with all security clearances is a decision that has to be taken at programme level with the involvement of all MS. Question: The COVID crisis is having a disruptive effect on all industry and its financial impact has not yet been clearly evaluated. Is there a risk of a lack of financing that could lead to delays or discontinuity? Answer:  The main risk is indeed in case if delays of availability of the new MFF budget. There is no margin in the current MFF budget and the next coming MFF has no provision to cover the effect of the COVID crisis. The main objective of the Commission will be to secure the continuity of the existing space infrastructures and services. 6",

            "content": "Question:   What is the planned evolution for the governance of the Galileo programme: COM, GSA and ESA in the next MFF? Answer:   The governance of the EU space programme in the next MFF is a sensitive point. The objective is to expand the role of the GSA but negotiations are still ongoing. Background information Spaceopal role in Galileo Spaceopal is a joint venture of DLR and Telespazio. Spaceopal ensures the operation of the Galileo system with a 10 years framework contract (namely GSOp - Galileo Service Operations) which started in January 2017 following a competitive procurement procedure. Telespazio role in Galileo Telespazio is a partially state owned Italian company operating in the sector of Satellite Communications, geospatial application solutions/services and integrated satellite systems. It hosts and operate the second Galileo Control Centre in Fucino. Evolutions Spaceopal has to demonstrate maturity and must take a stronger stance with subcontractors, in particular in managing site evolutions as requested by the programme. The cost of such modifications is often very expensive and looks not sufficiently negotiated. In particular the offer for the hosting of Pre-Operational chain shall be delivered in due time and shall be in line with the programme needs and with the best value for money. A particular example is the one of the offers related to the evolutions of remote sites which are long overdue and for which costs appear excessive. Galileo Services future roadmap (for internal use only) OS-Navigation Message Authentication (OS-NMA) : The public test phase is planned by Q1 2021, and a Service declaration by end of 2022. OS-NMA data is generated from the Galileo Service Centre and GSOp will operate it. High Accuracy Service (HAS): Phase 1 demonstration phase has started (GSOp bid but lost the competition against GMV). The service declaration is scheduled by mid-2022. GSOp will operate the service from the Galileo Service Centre in Madrid. HAS full capability is scheduled in 2024. Commercial Authentication Service: the Initial Service Provision is planned in mid-2022. Full Service by end of 2023. A commercial service provider will be in charge when full service is 7",

(usually performed by system integrator) -   L3 = very deep knowledge at equipment level including perfect control of software (usually performed by manufacturer) Galileo Ground Segment The Galileo Ground segment is composed by : - Ground Control Segment (GCS) that is controlling the satellites. Primarily hosted and operated in GCC-D with a backup hosted in GCC-I. - Ground Mission Segment (GMS) that is generating the navigation messages. Primarily hosted and operated in GCC-I with a backup hosted in GCC-D. Remote Sites The Galileo ground segment is hosted in several remote sites. 2 Galileo Control Centres (GCC-D in Oberpfaffenhofen, GCC-I in Fucino) 2 Galileo Security Monitoring Centres (FR, SP) 1 Galileo Service Centre (Madrid, SP) 1 Logistic integrated Centre (BE) 15 remote stations in European remote territories 3 remote sites for SAR service (Maspalomas - SP, Svalbard - NO, Larnaca - CY) + 1 under deployment (La Reunion island - FR) Transition Satellite Batch At this stage of the procurement, the transition satellites do not concern GSOp. GSOp involvement with the transition batch is not expected before 2025. Their involvement will be required during the launch phase of the satellites. 8",

            "content": "Proposal to establish a steering group to prepare a roadmap for downstream space applications Current activities Ensuring the uptake of space data and services through specific downstream market activities is the role of the Commission, with the support and close coordination with the GSA. As part of this cooperation, roadmaps and strategies have already been prepared, addressing specific market segments according to their particular needs, characteristic and maturity levels. There are already various tools and mechanisms that serve as a valuable source of expertise that feed information from various stakeholders into the definition of the market uptake priorities, such as: -   User Consultation Platform, a yearly forum for interaction between users of position, navigation and time solutions and the organizations and institutions dealing, directly and indirectly, with Galileo and EGNOS; -   Market monitoring activities, market monitoring and forecasting process to monitor the development of the markets. Main result of this process is the GNSS Market Report, published every 2 years; -   Technology monitoring activities, an expert analysis on the technology trends that are shaping the global GNSS landscape, including the latest state-of-the-art GNSS receiver technology. Main result of this process is the GNSS Technology Report, published every 2 years; -   Galileo Services, trade association consisting of major GNSS downstream industry players, aiming at stimulating GNSS downstream technology and business development; -   additionally, numerous activities targeting particular segments, such as receiver and chipset workshops, Raw Measurements Task Force, testing campaigns, etc. It is important to concentrate our efforts and develop focused actions that will create more demand for space applications within the communities of users, for specific market segments. Future activities Under the new EU Space Regulation, it is proposed to create a working group (the ‘User Forum’) to assist the Programme Committee with the identification of user requirements, and the verification of service compliance, as well as the identification of gaps in services provided. Such User Forum is necessary since all space programmes are user driven and they require continuous, effective involvement of users for their implementation and development, particularly regarding the definition and validation of service requirements. The input of users should be actively sought through regular consultation with end-users from the public and private sectors. 9",

            "content": "The proposed MFF and recovery plan and Space Last week, the Commission has proposed a stronger EU budget to address the immediate economic and social damage brought by the coronavirus pandemic; kick-start a sustainable recovery and protect and create jobs. The proposal is based on: •    An emergency Next Generation EU instrument of €750 billion (2018 prices), of which 500 B€ in grants, to temporarily boost the financial firepower of the EU budget with funds raised on the financial markets. The funds raised will be channelled through EU programmes (i.e. Horizon Europe, InvestEU, Agriculture, Climate action, RescEU, and a new Recovery and Resilience Facility (600 B€) under the Heading 2 ‘Cohesion and Values’) to underpin the immediate measures needed to protect livelihoods, get the economy back on its feet and foster sustainable and resilient growth. •    A reinforced multiannual financial framework for 2021-2027 to channel investment quickly to where it is needed most, reinforce the single market, step up cooperation in areas such as health and crisis management, and equip the Union with a long-term budget to drive the green and digital transitions and build a fairer and more resilient economy. The MFF is increased from 1134.5 B€ to 1850 B€, a 63% increase. Together with the three important safety nets for workers, businesses and sovereigns, amounting to a package worth €540 billion, endorsed by the European Council on 23 April 2020, these exceptional measures taken at the EU level would reach €1,290 billion of targeted and front-loaded support to Europe's recovery. Space retains the budgetary envelope proposed at the Council GAC of February (PEC). At EUR 14,9bn current prices, it suffers a cut of 7% to the original Commission proposal. EUSPA is reinforced with 16% budget increase, thereby mitigating part of the cut on the space programme. Strengthened InvestEU - InvestEU is uniquely suited to mobilising investment and supporting Union policies during the recovery in areas such as sustainable infrastructure, innovation and digitisation. The Commission is proposing to upgrade InvestEU to a level of €15.3 billion for the four policy windows already agreed by the co-legislators. This could trigger investment of over €240billion. -   Moreover, within InvestEU, the Commission is proposing to create a Strategic Investment Facility (as a 5 window) to increase Europe's resilience by building strategic th autonomy in vital supply chains at the European level, while maintaining its openness to competition and trade in line with its rules. Thanks to provisioning of €15 billion from Next Generation EU, the new facility would provide an EU budget guarantee of €31.5 billion and could generate investments of up to €150 billion in strategic sectors and key value chains, including those crucial to the twin green and digital transitions. -   The   5 th window for Strategic Investment, includes space and defence, a figure of 4bn € is mentioned for aerospace and defence as missing investment level. 10",
