SG(98)D/9136) concerning implementation\nof Directive 80/778/EEC in Ireland.\n\nMy authorities wish to assure the Commission of their commitment\nto ensuring that all group water supplies are brought up to the\nstandard required under Directive 80/778/EEC. The difficulties\nassociated in particular with private group water schemes have\nbeen highlighted in the comprehensive annual reports on Drinking\nWater Quality published by the EPA and are fully acknowledged by\nmy authorities. My authorities' letter of 23 April 1998 detailed\nthe significant progress which has been made in developing our\nmonitoring programme under the Directive and the measures and\nconsiderable resources which have been targeted at improving water\nquality in line with the requirements of the Directive. The letter\nalso outlined the wide range of measures which have been\nspecifically focused on improving the microbiological quality of\ndrinking water supplies. In terms of the group water supply\nsector, the letter included details of the Rural Water Programme\nwhich was launched by my authorities in 1997 and has been\n\nconsiderably developed and increasingly resourced since then.\n\nMy authorities have asked me to emphasise the significance of the\nRural Water Programme in the context of addressing the\n\nmicrobiological problems associated with private group water",

"content": "schemes and to update you on progress under the Programme.\n\nBackground\n\nGroup Water schemes provide drinking water supplies to some\n150,000 rural households. Approximately 95,000 of these\nhouseholds are served by group schemes connected to public water\nsupply networks. Typically in these situations, the group\nprovides the distribution system while the local authority\n\nprovides potable water to the group for distribution to members.\n\nAnother 55,000 households are served by group schemes which rely\non private sources such as a borehole or surface water, usually\na lake. Water quality deficiencies are most acute in these\nprivately sourced schemes where water filtration and disinfection\nequipment may not always be employed or not operated\n\nsatisfactorily.\n\nGroup schemes vary in size: from schemes serving two houses to\nthose with over 1,000 houses. Based on the 1991 Census returns,\nthe average group scheme serves some 28 houses (approximately 100\npersons). These schemes are developed through co-operative\ncommunity effort. The schemes, including the distribution system,\nany pumping and electrical plant, storage reservoirs etc, are\nowned collectively by the group -members. The members elect\ntrustees or form a body corporate (registered co-operative or\nlimited company) to execute, operate and maintain the scheme on\ntheir behalf. Grants are available from the Department of the\nEnvironment and Local Govermment to support the capital\nexpenditure incurred in the development and upgrading of such\n\nschemes.\n\nSince the commencement of annual reporting on drinking water\nquality in Ireland in 1989, the number of supplies covered and\nthe number of samples taken and analysed in respect of\nmicrobiological parameters have increased greatly. "content": "A National Rural Water Monitoring Committee has been set\nup to advise on rural water supply policy and to monitor\nthe implementation by local authorities of the range of\ncapital grant measures for the upgrading of existing\nschemes and the provision of new group schemes. The\nCommittee is representative of local authorities, the\nprivate group scheme sector, other rural organisations\nand the Department of the Environment and Local\n\nGovernment.\n\nWith the objective of ensuring that future water supply\npolicy is properly planned and determined in a spirit of\npartnership with the private water supply sector, the\nMonitoring Committee will oversee the compilation of a\nmodel Strategic Rural Water Plan which will form a\nblueprint for development of rural water supplies into\nthe new millennium. Consultants are currently preparing\n\nthe model plan.\n\nThe National Federation of Group Water Schemes, the\numbrella organisation for the group scheme sector, plays\na key role in promoting (i) awareness in relation to\nwater quality issues and (ii) best practice in the\noperation and management of group schemes. The annual\ngrant to the Federation in respect of its education and\ndevelopment programme has been increased from £100,000 in\n1998 to £250,0C0 in 1999 in recognition of its expanded\nrole in providing essential training and education to the\n\ngroup sector.\n\nUnder the Technical Assistance measure of the EU\nsupported Operational Programme for Environmental\nServices, 1993-1999, £funding is being provided for the\nprovision of training centres (5) and associated\ncourseware to provide an effective training programme for\n\noperatives and managers of water and wastewater",

In 1998, specialist training courses and\nfacilities were developed to cater for the training needs\nof the group water supply sector, with the objective of\n\nensuring best practice in the management and operation of\n\ngroup water supplies.\n\nAs part of the data-gathering stage in the preparation of\nStrategic Rural Water Plans required of all county\ncouncils, they are currently preparing an inventory of\ngroup schemes in their areas. This will involve the\ncollection of essential information on water quality,\nsource capacity, domestic and non-domestic water demand,\nnetwork and associated plant and equipment as well as\ninformation on the operation and management of each\nscheme. All information in relation to water quality\nwill be incorporated in future annual reports on drinking\n\nwater quality.\n\nA major new initiative which was recently launched on a\npilot basis in County Roscommon is designed to carry out\na detailed assessment of factors which impact on the\nquality of rural water supplies and the effectiveness of\ntechnologies appropriate to smallscale water supply\nsystems. The results of this study will be extremely\nuseful in the development of management and treatment\nstrategies for the private group water supply sector\ngenerally. Funding of £5 million has been provided for\n\nthe project which involves:\n\n- a comprehensive analysis of every group scheme in\nCounty Roscommon over a twelve month period to\nidentify the various factors which have an adverse\neffect on water quality and the remedial action\n\nnecessary to deal with these factors,",

The Programme has been developed on the basis\nof my authorities' commitment to ensuring that rural water\nsupplies are brought into compliance with the requirements of\nthe Drinking Water Directive.
