Log frame development and alignment\n\nIn close cooperation with IPs of both existing and new EUTF funded projects, the ICMPD team\ncontinued to support IPs in aligning their EUTF NOA project log frames with the EUTF strategic and\nspecific objectives.\nBeyond aligning projects with the EUTF NOA strategic and specific objectives, the team continued to\nsupport IPs to choose, define, refine and/or focus their outputs and immediate outcomes as well as\ndevelop a relevant, comprehensive set of paired indicators. This included regular video / phone\nmeetings and email conversations to align project log frames and to identify the most pertinent\noutputs, outcomes, and indicators at each level. This work contributed to ensuring a coherent\napproach and use of the MLS in NOA as well as building IP, DG NEAR and EUD staff capacity on the\ndevelopment and use of the MLS.\nDuring Q3 2020, the team, in cooperation with the respective EUDs, worked on the alignment or the\nreview of several EUTF NOA-funded projects, most notably including several new COVID-19 actions in\nLibya. ICMPD worked closely on alignments with UNHCR Morocco, WHO (several Libya actions), GIZ,\nUNICEF, Caritas, and IOM.\nThis work contributed to Result 1.1.1 Initiatives implemented under the EUTF NOA are logically\nconsistent and in line with the p\nfiches, DoAs and log frames reviewed, commented and aligned with the MLS. It also relied upon the\n\n\n\n\n 2. Data collection tools (DCT) preparation\n\nA total of 27 tailor-made DCTs were sent to IPs during this reporting period. More DCTs were\nprepared than those sent out, due to pending clarifications and confirmations of log frame-related\nchanges, inconsistencies, or pending contracting for some already aligned projects.\nAlongside the sent DCTs, IPs were encouraged to submit their qualitative reports and were\nencouraged to use the non-obligatory narrative reporting template developed by ICMPD. The\npurpose of the template is to help guide IP reporting and ensure a comprehensive set of comparable\ndata for analysis and inclusion in the NMRs. The use of this template/tool remains optional to\nsupport the favoured flexible approach to reporting for the MLS and to ensure that it does not\nbecome an additional burden for those IPs with well-established reporting procedures in place.\nThis work contributed to Result 1.1.2 Technical system for the processing of data and reporting in line\nwith the MLS is in place; and Result 1.1.4 Data for the defined indicators are collected, processed and\nreported regularly. It also delivered Output 1.1.3.1 Template for IPs for the reporting of data on\noutputs and IOs (customised) based on the previously delivered Output 1.1.2.1 Database for\nquantitative monitoring data set up. AKVO data entry on project common output indicators (COIs)\n\nIn July and August, the MENOA team conducted a review and update of entries on the AKVO\nplatform. This entailed the creation of new profiles for projects which have been contracted since the\nlast reporting period using the final contracted DoAs as reference. Given some technical constraints\ndue to which some published profiles were still not visible to the public, the MENOA team\ncoordinated with AKVO RsR support to rectify this issue. In August 2020, the MENOA team updated\nthe result and/or target values for the 32 distinct EUTF NOA-supported projects. All 3 projects under\nLY-05 action fiche were published and checked during this time.\nIn early Q4 2020, ated DCTs sent by\nthe October 2020 deadline for inclusion in NMR4.\nThis work contributed to Result 1.1.4. Data for the defined indicators are collected, processed and\nreported regularly\n\n\n 4. Technical input on EUTF NOA Common Output Indicators (COIs)\n\nIn Q2, the team had developed several proposed\nCOVID-19 indicators (see 5 in Quarterly report 2) 1.\nDuring Q3, DG DEVCO compiled and shared a set of proposed revisions to the definitions and\ndisaggregations for the SLC and HOA windows into a . DG NEAR\n\nCOI definitions, even though they are not relevant to the NOA window. As was established in 2018,\nDG NEAR supported and launched projects in NOA earlier than in the other windows. As projects\nwere funded, the ICMPD MENOA team supported IPs and DG NEAR to align these projects with the\nEUTF NOA strategic and specific objectives. As such, these projects were implemented before the\nCOIs were developed. To ensure continuity in reporting, the ICMPD MENOA team worked with the\nIPs to choose 1 to 3 COIs and add them to IP log frames for reporting. DG NEAR and DG DEVCO\nagreed that once HoA and SLC windows began implementing, they would use a different approach to\nthe COIs since the advanced stage of project implementation in NOA and the well-established NOA\nmonitoring system meant that it was not possible to change NOA IP COIs without compromising the\ncontinuity and comparability of the data IPs had already begun to collect and report.\nDG NEAR asked the ICMPD MENOA team to provide feedback on definitions and\nmethodological notes for in the SLC and HOA windows as a technical support and to increase\n .\nDirectly resulting from the work initiated earlier by DG DEVCO, the European Commission introduced\nand communicated a methodological note to all EUTF IPs detailing the changes to the 41 common\noutput indicators (COI) on 15 July 2020.\n\n1\n ICMPD feedback on additional proposed revisions to EUTF common output indicators\ndisaggregation definitions (sent 24 june 2020)\n 4",

"content": "Funded by the European Union\n\n\n\n\nGiven its dissemination to all EUTF IPs, including NOA, and the need for coherent monitoring across\nall three windows, the MENOA team developed a structured approach to the changes in COIs in NOA.\nTo address the challenges, the team communicated a note to DG NEAR on 14 September to highlight\nthe nature of the changes, raise potential issues and to propose a sound and participatory approach\nthat will ensure sufficient stability and coherency in the reporting.\nThis work contributed to Result 1.1.4. Data for the defined indicators are collected, processed and\nreported regularly.\n\n\n 5. Integration of DG NEAR and EU Delegations feedback on EUTF NOA Monitoring Report 2 and 3\n (NMR2 and NMR3)\n\nNMR2: After incorporating multiple rounds of comments from DG NEAR, IPs and EUDs, including a\n\nsent it to DG NEAR for dissemination to stakeholders and publication on the EUTF website2.\nNMR3: As mentioned, the ICMPD MENOA team delivered a comprehensive draft of NMR3 to DG\nNEAR on deadline (15 June 2020) in Q2 2020. During Q3, the team integrated several rounds of\n g\n 3\nthe six months between 15 October 2019 and 15 April 2020 , the report offers insights into the\nprogress on results, challenges encountered and lessons learned from implementation of the EUTF\nNOA strategy and initiatives in the region. Among other analyses, the report provides an initial\n -19 resulting challenges4.\nThis work contributed to Result 1.1.4 Data for the defined indicators are collected, processed and\nreported regularly; and delivered Output 1.1.4.8 Analytic reports (regional level) and Output 1.1.4.9\nAnalytic reports (national level) for 2019.\n\n\n 6. Development and data collection for the MENOA Lessons Learned report on the\n development, operationalisation and use of the EUTF NOA Monitoring and Learning System\n (MLS)\n\nThe team started implementing a series of activities to support the drafting of a Lessons learned\nreport focused on the EUTF NOA MLS and supporting processes. This analysis will (1) capture insights\non the development, launch, implementation and learning from an MLS for on a large-scale, regional,\nmigration-focused strategy and initiative, (2) highlight the strengths and weaknesses of designing and\nimplementing an MLS of this type and scale, and (3) draw lessons on how to improve the\neffectiveness and efficiency of an MLS for future EU strategies and initiatives. Using a mixed-methods\n\n2\n A finalized version of the report was submitted to DG NEAR on 22.10.2020 for layout and format review. This\nwill be reported in the next MENOA quarterly report.\n3\n 15 April was the cut-off date; however, some exceptions were made (following prior approval) for an April 30\ndeadline\n4\n The report was submitted on 22.10.2020 as will be reported in the next quarterly report.\n 5",

"content": "Funded by the European Union\n\n\n\n\napproach, the ICMPD MENOA team developed several data collection tools, including a semi-\nstructured interview guide and online survey instrument to collect original data that will complement\na comprehensive qualitative and quantitative analysis of the key project documents and\nadministrative data. The team will triangulate the outputs of these analyses to develop key findings\nand likely, recommendations on the development, implementation and use of an MLS for the EU to\nsupport monitoring and learning as a key input to oversight, guidance and decision-making as well as\nfuture design of regional migration initiatives.\n\n\n 7. Ongoing engagement and exchange with eMGPP team to develop sources for the EUTF NOA\n specific and strategic objectives\n\nBoth cross-team members and ICMPD MENOA team members continued to provide extensive\nsupport to the eMGPP project. The original survey was finalised and translated through the support\nof the ICMPD MENOA team, who also participated in rigorous quality assurance of all related\noutputs. The team also continued research to enrich the third party data inventory as well as the\ndevelopment of the data identification missions with national actors in each of the target countries in\nNorth Africa. The first data identification mission with Tunisia, which will pilot the series of missions\nand take place remotely, is set to take place in early Q4 2020. The ICMPD MENOA team will co-lead\nthis activity along with the eMGPP colleagues.\n\n\n\n\nCHALLENGES AND SOLUTIONS\n\n COVID-19 specific measures: COVID-19 office restrictions related measures and changes\n implemented during Q2 remained in place during Q3.\n\n Reshuffling of revamped new COIs: The changes to COIs and introduction of the new COIs\n raised a series of challenges. The initially agreed upon course of action, for the NOA window to\n keep reporting on the same COIs for stability, had to be slightly corrected and balanced to allow\n for the functioning of the reporting system at the EUTF level in the long term. To tackle the\n challenge, the team reflected on the nature of the changes and the extent of the problem for\n sustainability and presented a first comment to the methodological note on 14 September -see\n section 4.\n\nOther challenges included:\n\n Lack of final DOAs: [Challlenge] A recurrent issue facing the team has been the lack of\n information on final, approved DOAs from IPs. [Mitigation solution] To tackle the challenge,\n the team exchanged with DG NEAR on a heightened basis to clarify the status of relevant\n\n\n\n 6",
