"content": "Dear Ms Antragsteller/in,\r\nWe are writing to you as regards your request with reference GestDem 2021/7342, registered on 25 November 2021.\r\nYou request access to:\r\n“concerning the revision of the Non-Financial Reporting Directive:\r\n\r\n- a list of all lobby meetings. The list should include: Date, participants + organisational affiliation, topics discussed;\r\n\r\n- minutes and other reports of these meetings;\r\n\r\n- all correspondence, including annexes (i.e. e-mails, correspondence or telephone conversation notes) between interest representatives from the private sector (companies, business associations, inverstors’ associations, etc.); and\r\n\r\n- all documents produced for the purpose of the meeting and/or exchanged during the meeting”.\r\n\r\nYour application concerns a very large number of documents, which would need to be assessed individually. Such a detailed analysis, together with the need to consult the third parties concerned in accordance with Article 4(4), cannot be carried out within the normal time limits set out in Article 7 of Regulation (EC) No 1049/2001.\r\nHowever, Article 6(3) of Regulation (EC) No 1049/2001 also provides for a possibility to confer with an applicant informally with a view to finding a fair solution when an application relates to a very long document or concerns a very large number of documents.\r\nIn accordance with the case law of the EU Courts, such a solution can only concern the content or the number of documents requested, not the deadline for replying. This means that the scope of the request must be reduced in a way that would enable its processing within the extended deadline of 15 + 15 working days.\r\nAccording to our first estimates, there were 32 meetings with stakeholders falling under the scope of your request. Therefore, we would suggest replying to your request with a list of the requested meetings, including date, organisational affiliation, topics discussed and an indication on whether minutes are available, for your convenience. Regrettably, we will not be able to provide to you the names of the individuals attending the meetings as they cannot be disclosed under applicable data protection rules.\r\nWe would suggest that, once you receive this list, you lodge subsequent access to documents requests indicating the meeting(s) in which you are most interested and the exact documents you would be seek access to. We would be grateful in advance if you could be as specific as possible in order to help us reply to your requests within the time limits set in the Regulation.
