Edge-cloud  Data processing and communications are fully dependent from security and latency conditions. Therefore, we expect a critical impact from the two game changers: edge computing and 6G. These technologies will provide ultra reliable and ultra low latency data processing and communications.  Edge computing and its market today is reaching a tipping point from early experimentation to the full demonstration of its real value.  European industry should be leading in the deployment of edge infrastructure and developing the next generation edge solutions. The European Alliance for Industrial Data, Edge and Cloud should bring key market actors together and provide a vision on we can strategically use our investment instruments to build our leadership. Strategic cloud deployment and investments  We want European data spaces, and the digital transformation to be founded on interoperable, open, secure and resource-efficient data infrastructures. 6

 As of next year, the Commission will start delivering key technology building blocks as part of the Digital Europe Programme. Art. 4(3) 1st subpar.  These key technology building blocks should use as much as possible and where appropriate existing standards identified through consensus by Gaia-X. Closing (3 minutes)  Thank you for your comments and statements, and again to all companies for your presence.  The group of first members of the Alliance is very promising. I welcome the broad diversity in size and technical competences amongst the 39 first members of the Alliance. We have 10 Member States represented (FR, ES, AT, NL, SE, IT, DE, BE, FI, NL), plus Norway. We also have the large European players but also a majority of SMEs, which mirrors the reality of the European market.  I am glad to see industry representatives from across the data processing supply chain, including cloud computing, open source software, industrial edge infrastructure and services, system integration, hardware, as well as manufacturing, defense and aeronautics.  The Alliance will also welcome Member States. All Member States have been invited to appoint representatives. This will allow to create synergies across national cloud strategies and optimise public sector cloud use.  It is now time to start the operational work of the European Alliance. We have high expectations. For instance: How will Europe achieve to lead in the deployment of edge nodes? Where do we need to focus our investments in the next years? Important 7

synergies need to be created between all available funding instruments.  Strategic roadmaps from the Alliance will enable the Commission to identify strategic technology and investment priorities over time in view of next EU funding programmes. We also want the Alliance to provide a match-making platform, and foster strategic partnerships between its members.  Not all organisations will be eligible to the Alliance. Strict eligibility criteria are important to create a trusted environment for discussion. At the same time, we don’t want to create any silos. This is why the Alliance Forum should provide a conference for the broader and global community of stakeholders in data processing technologies.  The Commission has set some expectations for the Alliance. However the operational work should be shaped and driven by you.  I thank you again, you and your companies, for your continuous commitment, and welcome the start of the European Cloud Alliance. I look forward to seeing the outcome and reconvening very soon again. Defensives / Q&A Question: Will the European Alliance for Industrial Data, Edge and Cloud be open to non-EU companies? Answer:  In the updated Terms of Reference, the Alliance does not discriminate against any entity. All entities with relevant activities in the EU can join, but they will have to declare adherence to the criteria of information and data protection, security of supply, protection of IP and absence of conflicts of interest.  [if pushed further] applicants that are subject to control by a third-country entity have to demonstrate that they have guarantees in place to prevent unsolicited transfer of personal or non-personal data by public authorities of non-EU/EEA countries. 8

e The work of the Alliance should be anchored in global market
developments. For instance, the Alliance Forum will aim at broadening the
perspective, making the links with all relevant actors, including globally.

Question: What will be relationship between the Alliance and Gaia-X?

Answer

e Gaia-X has a different scope and goal compared to the Alliance. Gaia-X
focuses on delivering a technical reference architecture and federated
services as well as linking actors in data sharing ecosystems.

e The Alliance will act at a more strategic and less operational level. It will
deliver an industrial vision on investment and technology priorities.

e As a neutral European platform, 0 the Alliance will
also include a working group for structured cooperation with Member
States on public sector cloud use.

Background information

European Alliance for Industrial Data, Edge and Cloud
The alliance has been launched on 19/07 together with the Industrial Alliance for Processors and
Semiconductor Technologies. An open-ended call for applications has been published on the DG
CNECT website: . The Alliance is open
to all types of organisation, including industry, user sectors, civil society organisations, as well as
Member States’ public authorities (all Member States are invited to join). Organisations must be a
legal entity and have a legal representative in the EU. They must not contravene the EU security
and/or public policy interests as well as support the practical utility of the Alliance. The latter also
applies to members of trade associations. De facto, it will be very difficult for trade associations with
many non-European members to join.

Non-EU organizations and trade associations (with non-EU members) will be invited to join the
Alliance Forum that could be organised as a broad stakeholder conference next to the General
Assembly of the Alliance, at least once per year.

State of play and timeline:
-  On-going: DG CNECT is collecting companies’ applications to join the Alliance.
-  On-going: Invitations have gone out to Member States to appoint representatives to join the
Alliance (on-going), including through TELE and COMPCRO Council working parties
- 14 December 2021: | Kick-off event for the operational launch of the Alliance)
- 16 December 2021: first informal working-level gathering to prepare Alliance work streams
- January 2022: Setting up three possible working groups:
1) edge-cloud continuum (including telco-cloud; interoperability etc);
2) sectoral work on defence and aeronautics sectors
3) coordination platform with Member States on cloud procurement.
- 2022: First official General Assembly.

Gaia-X initiative

The Gaia-X foundation (established since January 2021) has hired several staff members 7)
and counts more than 300 members (including all US hyperscalers and Chinese

hyperscaler Alibaba). On 7 June 2021, the Gaia-X Foundation appointed a new Board of Directors

including 24 members.

Gaia-X is heavily engaged in structuring data spaces in vertical industry sectors through its 15
established national hubs in Europe (more are in progress) which engage user communities at local
levels. A first international hub has been created in November in Korea (another one is planned in
Japan). On 24 September 2021, Gaia-X launched the Data Spaces Business Alliance, together with the
BDVA/Data, Al and Robotics (DAIRO) AISBL, the FIWARE Foundation and the International Data
Spaces Association, to address jointly the technical challenges for the deployment of data spaces.
