Considering that in the vicinity Text Removed – Operational Area there was the
NGO Vessel OPEN ARMS, the Text Removed – Human Resources decided to ask
the aircraft pilot to specifically contact and direct the NGO vessel to scene. The
NGO vessel answered at Text Removed – Reporting Tools informed the aircraft
that they were heading to the SAR area. The Text Removed – Technical
Equipment shadowed the rescue activity until a RHIB from the NGO Vessel
approached the migrant rubber boat and distributed life vests to the migrants.
At that time the boat was in quite good condition, the sea state was good and
the people on board were calm.
After duly informing the NGO vessel, the aircraft was instructed by the Text
Removed Reporting Tools to attend two other migrant boats that had not been
relocated and were also in a critical situation.
At Text Removed – Reporting Tools Text Removed – Technical Equipment sighted
a rigid inflatable boat from Open Arms approaching the migrant boat and
distributed some lifejackets. According to the information provided by NGO

Vessel Open Arms to Text Removed – Reporting Tools, during the rescue
operation the boat structure failed and all passengers fell into the water.
Later in the afternoon, NGO OPEN ARMS informed Text Removed – Reporting
Tools and Text Removed – Reporting Tools that casualties had been reported
during the rescue. At least 5 people had drowned and several severe casualties
had been reported. Over 100 persons have been rescued by the NGO vessel.
The NGO declared that now they are not able to provide a definitive number of
people rescued during this event, but they communicated this information:
Approximately 100 to 150 persons were rescued (number to be confirmed);
7 women and 4 kids, 2 of them babies;
1 pregnant woman (7 months) in state of hypothermia;
2 people in critical situation (1 of them a baby);
5 dead bodies (drowned);
1 person recovered by PCR (in need of further medical assistance);
Several persons in state of hypothermia.
Assessment
UPDATE:
A total of 261 migrants had been rescued and 5 corpses had been recovered in 3
separate incidents by the NGO Vessel Open Arms.
Italian and Maltese authorities performed 2 MEDEVAC:
- One with 3 Migrants to Valletta by MLT
- One with 3 Migrants to Lampedusa by ITA (2 females and one dead child)
it’s not confirmed if child passed away during the or after MEDEVAC.
Final outcome
Text Removed – Operational Area was assigned for NGO vessel OPEN ARMS as
Port of Safety by the Italian authorities.
14 November 2020, all migrants on board NGO vessel “Open Arms” disembarked
at Text Removed – Operational Area and were transferred to vessel “GNV
Adriatico”, where they will remain in quarantine.

On 08/11/2020 Text Removed – Reporting Tools received an information about a
rubber boat with POB in distress at the sea area Text Removed – Operational
Area. Immediately a SAR Operation was launched with the participation of HCG
naval assets and Land Observatories . At Text Removed – Reporting Tools ten
Information/allegations (10) migrants were detected and apprehended by HCG personnel at the coastal
area of Text Removed – Operational Area while one woman was rescued and the
corpse of a child was recovered by Text Removed – Technical Equipment from a
rocky coastal area. After investigation and extensive search twelve (12) more
migrants were detected and apprehended by HCG personnel ashore while one
AFG facilitator was also arrested.
