FOREWORD
(PURPOSE OF THE PRESENT DOCUMENT)

The present dossier was elaborated in the framework of the European Union
funded “Border Management Programme for Maghreb” (TO5-EUTF-NOA-
REG-07 (T05.519)), within its Tunisian Component that supports an
initiative aimed at supporting the further implementation of an Integrated
Maritime Surveillance System for the Maritime National Guard.

The purpose of this document is to provide detailed explanation about
the way the Tunisian authorities, in close cooperation with European experts
originating from counterpart agencies:
- Assessed gaps and needs of the Maritime National Guard, the
Tunisian coast guarding agency;
- Analysed various options at hand or proposed by different partners
(bilateral or multilateral);
- Identified preferred options, in line with the National vision
(Strategy, IBM Guidelines, etc.) and the International standards;
- And came to the requests for equipment and capacity building
activities, as detailed in the annexes of the present dossier.

For achieving this goal, the document provides a comprehensive
overview of:

- The CONTEXT of the BMP Maghreb action (Part I. Background):

o Legal obligations of Tunisia as a Mediterranean coastal
State;

o Actors of maritime surveillance and safety in Tunisia;

o Challenges at stake for the main beneficiary, the
Maritime National Guard (operational context), which led to
the decision to provide this agency with a dedicated
Integrated Maritime Surveillance System.

o Major principles of an Integrated surveillance system in
maritime context that explain the main focuses of assessment
and work implemented in the past and foreseen for the present

project;

- The informed CHOICES (Part Il. Construction of the Solution)
made by the Tunisian authorities in regard to the strengthening of
their coast guarding service, including:

o Main steps of EU programmes support to the Tunisian
Maritime National Guard, from the first assessment made in
April 2013 under the coordination of ICMPD until now.

o Information about various options proposed by major partners to
the Tunisian counterparts...

o ...and explanation as well as justification (rationale) behind the
choices that take root in the past assessments and activities
(validated by several expert missions).

o The actual REQUESTS FOR EQUIPMENT, analysed per main
item, highlighting:

"» Legal grounds / justification

"» Relevant expert recommendations

= Gaps to be addressed and Benefits from new equipment

» Risk analysis (notably regarding possible dual-use items)
and Mitigation measures

=» Reference to the use of similar equipment by
European counterpart law enforcement agencies and
civilian organisations

The present dossier serves to demonstrate also that the approach
foreseen and requested by the Tunisian counterparts is fully
justified from the point of view of Coast Guarding.

After the Concluding Remarks (Part Ill.), the dossier also encompasses
comprehensive annexes on:

A. Expert assessment reports and other documentation that
provides corpus of knowledge regarding the EU support to
Maritime surveillance sector in Tunisia;

B. The actual lists of equipment formally submitted by the Tunisian
authorities;

C. The Overall List of Capacity Building topics that was also
requested by the Tunisian authorities to actually support MNG’s
alignment to standards and norms;

D. Case study providing some scenarii showing difference of MNG
capacities WITH and WITHOUT equipment requested;
