EXPLANATORY NOTE
Addendum 2 to the Service Contract T05-EUTF-REG-NAFR-02-01
Title of the Monitoring and Evaluation Framework for the North of Africa window of the
contract: EU Trust Fund for Africa
The Service Contract 'Monitoring and Evaluation Framework for the North of Africa
window of the EU Trust Fund for Africa' was signed on 28th October 2016 with
duration of 18 weeks. The objective of the contract is to provide the North of Africa
Window of the EU TF for Africa with a solid and tailor-made Monitoring and
evaluation framework to effectively monitor progress and results achieved by the
projects funded under the EU TF for Africa. According to the Terms of Reference of the
Contract, the deliverables of the contract consist of:
- a Monitoring and evaluation framework;
- Operational guidelines for the implementation of the M&E Framework.
On 27/02/2017, the Contract has been extended for additional 18 weeks, with a new
closing date scheduled on 30th April 2017. The no-cost extension was justified by the
need to include in the deliverables submitted by ICMPD the comments received from
the EUDs to the Countries benefitting from the Trust Fund (notably Algeria, Egypt,
Libya, Morocco, Tunisia) so as to further fine-tune the above mentioned documents.
In the following weeks, circumstances which could not be foreseen at the time the
contract was signed emerged, adding to the needs of technical assistance as far as the
Monitoring and Evaluation Framework of the EUTF North of Africa Window is
concerned.
Indeed, the high pressure to contract the € 90 million programme approved on 12th April
2017 through a fast track procedure by the EU TF North of Africa Window along with
the request to speed up the contracting of programmes adopted by the Operational
Committee in December 2016, resulted in the need to have punctual support for the
Purpose of the quality review of a considerable number of Logical Frameworks to be finalized in a very
Addendum short period, so as to build a solid base for the implementation of the Monitoring and
Evaluation Framework of the EUTF NAW.
Therefore, in line with the provision of the General Conditions (Art. 20 - Amendment of
the Contract), on 26th April 2017 we have requested the Implementing Partner to carry
out - under the framework of the ongoing contract - some additional tasks that could be
considered an expansion of the deliverable 2 of the contract mentioned in the subject
Operational guidelines on how to transpose the foreseen framework at country level, to
support and harmonize projects’ formulation under the EU TF/North of Africa, as well
as monitoring, evaluation and reporting mechanisms'.
In particular, the new tasks would entail the assistance to the EUTF Team of the North
of Africa window in the analysis and revision of the Logical Frameworks of
programmes that are to be contracted with a very tight deadline so as to ensure that they
are aligned with the Monitoring and Evaluation Framework of the EUTF North of
Africa Window and that indicators selected are consistent with those identified for the 5
Priority Actions of the EUTF North of Africa Window.
The Implementing Partner has agreed to undertake these additional tasks and, after a
negotiation on the workload envisaged for the new activities to be accomplished, we
have finalised an amendment of the current contract, including a top up of € 39.000 and
an extension of additional 25 weeks with a new closing date scheduled on the 14th
October 2017. Such extension would allow us to have room of maneuver in case
additional fine-tuning of the Logical Frameworks is needed, following the inception
phase of the programmes in Libya.
