dialogues such as Rabat and Khartoum processes as well as with relevant initiatives such as the MC2CM°* implemented at regional, national and global level. The flexible mechanism shall be anchored within an adequately planned and directed framework ensuring that identified priorities align t0 GAMM thematic priorities and monitoring and evaluation processes. Beyond those identified within the framework ofthe GAMM, two additional categories of priorities are envisaged to ensure the priority-scetting is fit-for-purpose and responds to the needs of donor and partner countries, namely: e Mainstreaming Priorities This category includes macro-thematic areas to be addressed according to a specific angle or focus, as indicated by the European Commission and/or one or more participating countries to the EMMS5. These may include but are not limited to: - A gender mainstreaming approach to ensure that gender representation and gender responsive content are considered in the policy framework; - An environmental mainstreaming approach that incorporates the European Green Deal principles to enhance communities’ climate and environmental resilience in order to reduce the risk of population displacement and forced migration?. e Emerging Priorities This category includes all those themes that, whilst relevant, fall out of the scope of the GAMM framework. Building on lessons learned from the previous phases of the programme, it is crucial to maintain the EUROMED Migration dialogue platform “flexibility”. A flexible dialogue platform will enable countries and stakeholders to use the dialogue activities as a “]aboratory of ideas”, in a context that is deemed more conducive to open and constructive exchanges. This would bring a clear added value, when considering that the EMM5 Dialogue platform will be the only Euro-Mediterranean mechanism for the identification of new and emerging priorities on migration. mechanisms envisaged to steer the dialogue. In order to maintain the flexible approach outlined in the previous paragraph, the dialogue will encompass different types of meetings according to the specific nature of the thematic focus to discuss. These may include Peer- to-Peer meetings, Sub-regional workshops, Experts’ retreats and specific ad hoc settings to enhance broader stakeholders’ engagement. As part of creating a environment of trust, for all Dialogue component meetings, the EMM5 will follow “Chatham House” rules. Main Activities under Component 1: e 1.1.1 Organisation of EU Delegations’ and EUROMED migration NFPs’ consultations to identify mainstreaming and emerging priorities within the themes ofthe GAMM, including Migration Governance. e 1.1.2 Organisation of restricted workshops to address specific issues at technical level aimed at informing Peer to Peer (P2P) events or discussing new approaches and experiences on the development of migration governance systems/processes. e 1.1.3 Organisation of P2P Events to foster dialogue and cooperation on commonly identificd prioritics. e 1.2.1 Conclusions and recommendations to be drafted on selected themes as a way to transfer learnings to a broader audience, with a focus on informing knowledge capitalisation and development. e 1.3.1 Further development of the EMM3 and 4 Dialogue Monitoring Tool to analyse dialogue thematic trends. Component 2: Knowledge development and management Specifie Objective II (SO2): To improve migration-related knowledge and data management in the field of governance. Intermediate Outcome II (IO2): To increase migration-related knowledge in all relevant arcas. The second component hosts and articulates the development and management of knowledge under EMM5. It is closely interlinked to the other components. It will draw on recommendations stemming from the Dialogue component to address the priorities and themes identified through consultation, as described under Component 1 above. It will also provide reliable, timely and specific data and evidence to inform the communications and narrative on migration component. This component will apply catered methodologies and approaches to ensure thematic relevance, sustained impact ofknowledge transfer and firm alignment on national and regional priorities and recommendations. This component directly supports EMMS5’s overarching objective to increase domestic capacities in SPCs and enhance the governance of migration in the Euro-Mediterranean region. 20 ENI 2020/218-249

The Action’s focus on communication is anchored in the need to create an enabling environment for evidence-based policy-making. The promotion of a more balanced, evidence- based and fair narrative on migration will support the development of a less polarised public debate which will then contribute to create the pre-conditions for the development of sound migration policies that promote intercultural dialogue, cultural diversity and mutual understanding. 36 The Interactive Map on Migration (imap) is a web-based information and knowledge platform which aims to enhance and facilitate information exchange on migration in the Euro-Mediterranean region. The activities related to this component will encompass three interrelated pillars to best address three aspects which contribute to shape the narratives on migration, namely: media reporting, public communication, and public attitudes and perceptions. oO N) — & > =] 2 EM These three issues are considered interdependent, with the assumption that media reporting plays a role on defining public attitudes on migration and perceptions; attitudes and media coverage contribute to generating an environment conducive to the development of evidence- based and sound migration policies. The consultation mechanism will reunite at least once per year, to ensure proper and meaningful steering of the dialogue process. The consultations will serve to identify commonly shared and emerging themes and priorities that will serve as the basis for definition ofthe EMMS5 work plan. These consultations will also serve as a form of stakeholder engagement to ensure that relevant partners are involved and feel ownership of the process, through defining their input and engagement in specific elements ofthe work plan. The consultation mechanism will also serve as a tool to address implementation challenges and course correct any limitations in the Action’s implementation through direct involvement in this process of both participating countries and EU institutions. Activity set 1.1.2: Organisation of restricted workshops to address specific issues at technical level aimed at informing Peer to Peer (P2P) events or discussing new approaches and experiences on the development of migration governance systems/processes. Two technical meetings will be held per year to support and reinforce the identification of common ground, objectives and priorities in the different thematic areas of migration as well as at fostering the identification, development and implementation of adequate actions in all these fields. As explained in section 2.2 above, the thematic priorities of the technical dialogues and P2P events will be determined through a process of consultation and vetting by the donor, partners and stakcholders. These technical mectings will serve as a sounding board to consult experts and partners on the development ofa sound basis from which to address the identified themes through the dialoguc framework to ensure these have the potential to effect medium to long term cooperation among stakeholders. Activity set 1.1.3: Organisation of Peer-to-Peer (P2P) Events to foster dialogue and cooperation on commonly identified priorities. Two Peer-to-Peer meetings (P2P) will be organised per year on specific selected themes, involving senior officials from EU MS and ENI SPCs. During the events, high-level ENI SPC and EU MS officials (director general or similar) will discuss strategic orientations and provide high-level guidance on key migration issues in the Euro-Mediterranean region that can contribute to reinforcing cooperation and dialogue. The themes of discussion will be identified through the consultation mechanism as outlined in section 2.2 above. This activity will serve to establish the basis for development of the knowledge component of this action, and cross-link to this through mobilisation of expertise required to provide participants with support and necessary tools to adequately address the topics of the meeting, in a way that this dialogue can prove meaningful and leading to concrete results. If relevant, stakeholders from civil society organisations, academia, private sector, local authorities, other international organisations and representatives of other countries will be invited to attend and provide input. 24 ENI 2020/218-249
Activity set 1.2.1: Conclusions and recommendations to be drafted on selected themes as a way to transfer learnings to a broader audience, with a focus on informing knowledge capitalisation and development (link to Output 2.1) This activity will directly link and feed into the Knowledge Management and Development Component by generating the required feedback-loops to inform the development of knowledge outputs and reports. Themes identified and addressed at the P2P events (Activity 1.1.3) and workshops (Activity 1.1.2) will through the dialogue mechanism produce a series of recommendations and accrued good practices that will feed into the preparation of sound, evidence-based outputs under the second component ofthe Action. Activity set 1.3.1: Further development of a Dialogue Monitoring Tool to analyse dialogue thematic trends. The Dialogue monitoring tool developed under EMM3 and further consolidated under EMM4 will continue to serve as a basis to gauge the engagement of countries participating in the dialoguc. The tool will also be adapted to serve as a basis to monitor and evaluate progress towards achieving the intangible expected results of Dialogue, allowing for collection of feedback of engaged stakeholders and of Dialogue and to reflect the added value of this engagement. Component 2: Knowledge management and development Activity set 2.1.1: Development of thematic reports on cross-cutting and/or emerging issues in the Euro-Mediterranean region 6 thematic reports targeting areas of migration policy of priority for Euro-Mediterranean policy-makers shall be produced. These reports will address topical, cross-cutting and/or emerging issues with the intention to increase knowledge in the themes addressed by the EUROMED Migration programme. The reports will be based on research and studies undertaken to respond to priority areas upon demand of donor and/or arising from the consultative dialogue platform and in consultation with relevant stakeholders. Knowledge gaps identified through dialogue (Outputs 1.1) and outlined and codified in the recommendations stemming from these (Output 1.2), will serve as a basis for the production of this body ofknowledge to be developed under EMMS. Geographical scope and methodology will be adjusted to mirror expressed nceds and ensure optimal outcome in terms of knowledge transfer. Commissioned studies will be subject to rigorous principles and high standards of academic rescarch. EMMS will rely on its wealth of expertise available to address the range of addressed topics on the dialogue’s work plan. These outputs will be factual in nature, suggesting avenues for further discussion and providing contextualisation material in light of significant national and regional differences. 25 ENI 2020/218-249
Activity set 2.2.1: Provision of knowledge support upon demand for SPC national administrations EMMS5 will continue along the path of previous editions to carry on providing SPCs administrations with catered support to address national identified priorities. This service will be demand-driven and through-out in a way that serves to address an identified knowledge gap. There shall be one knowledge production per year. In order to ensure alignment on domestic priorities, this activity will run on an ad hoc basis, upon request and in consultation with donor and beneficiaries. National Focal Points will be approached carly on in the implementation and at regular intervals after that, to suggest and take initiative on activities that may benefit their national institutions. Aligned on the component’s objective, these activities will seck to fill in knowledge gaps, ensure skills transfer and/or deepen areas of expertise. Accordingly, the support can take multiple forms and may include, inter alia, thematic papers, tailor-made trainings, practitioner toolkits or study visits to counterpart administration in EU MS or SPCs. These work streams may be scaled up to foster innovative partnerships and include the private sector, academia and/or civil society, and ensure complementarity to other initiatives such as the North Africa Migration Academic Network (NAMAN), where relevant. Activity set 2.3.1: Provision of training modules for young professionals on migration governance EMMS5 will build on the successful trajectory ofthe imap traineeship, piloted under EMMA, to scale up migration governance leaming and development for students, recent graduates and young professionals. This will be done through a learning programme (e.g. a summer/winter school) that addresses the following identified gaps: - interdisciplinary approach for students or recent graduates to complement specialized migration studies and provide a holistic understanding of the migration governance framework; - practical job-based skills for recent graduates and young professionals on migration governance-related competences, to accompany a career development path in the field of migration; - In-depth knowledge and experience-based learning for young graduates and professionals from public sector, civil society, academia, to broaden scope of understanding of migration phenomena in a regional perspective. The curriculum developed under EMM4 shall be restructured and updated to address learnings from the first pilot imap traineeship and address a wider audience of students, recent graduates and young professionals of the migration sector. The Interactive Map on Migration (imap) will continue to serve as a platform for dissemination and communication of knowledge and information accrued through EMMA4 and related projects, including EU-funded initiatives in the Euro-Mediterranean region. Outputs and activities ofthe Action will be uploaded into the relevant sections of the platform (https://imap-migration.org/), namely the knowledge, narrative and urban hubs. Possibilities for further thematic coverage through development of new hubs will be explored via synergies with related initiatives as a way to widen the potential use of the platform to new audiences. The content will be tailored to specific target audiences of the Action (policy-makers, journalists, and academia). Economies of scale will be sought through synergies with relevant initiatives such as the EU- funded Mediterranean-City-to-City-Migration (MC2CM), that will enable the further development of imap as a “one-stop-shop” for state of the art knowledge and information on migration governance in the Euro-Mediterrancan region. Component 3: Communications and Narrative on migration Pillar 1: Media engagement Activity set 3.1.1: Organisation stakeholders’ engagement activities to ensure media and journalism professionals from the Euro-Mediterranean region are sensitised about the benefits of promoting a balanced narrative on migration. Based on the successful multi-partnership experience gained through the organisation of the Migration Media Award (MMA) during EMMA, it is foreseen to capitalise on the existing network to foster the principles of a more balanced narrative on migration in the region. In synergy with activities foreseen under 3.1.2, a stakeholders’ engagement strategy will be developed in cooperation with journalism professionals and long term EUROMED Migration partners such as the Club of Venice. Activities may include participation to existing fora, development of studies to monitor evolution of migration reporting in the Euro-Mediterranean region from a quantitative and qualitative perspective, engagement with media professionals on other activities comprised in Component 3 to ensure a coherent approach as outlined in section 2.1 (Component 3) Activity set 3.1.2: Further update of curriculum on migration reporting As follow up from the three editions of the MMA(2017-2019), a curriculum for training of journalism and media professionals has been developed to foster evidence based and balanced migration reporting in the region. The pilot version of the curriculum has been tested during EMM4 with the organisation oftargeted trainings and mentoring activities in the framework of the MMA. Further development and fine tuning of the curriculum will help promoting the principles of a balanced narrative on migration to the benefit of media professionals. The curriculum could be further tested and fine-tuned in cooperation with journalism academia and selected partners. A dedicated M&E tool will be developed to monitor the effectiveness of the curriculum and trainings, and the impact of those activities on the involved journalists’ knowledge. 27 ENI 2020/218-249
Pillar 2: Public communication Building on successful practices under EMM4, EMMS5 foresees the continuation of the technical work done to foster the sharing of experiences and encountered challenges in public communication on migration. EMMS also proposes to develop a long-term initiative to identify good practices in communicating on migration, enlarging the relevant stakeholders’ group to include, among others, academia, professional communicators, private sector and all relevant actors in both EU MSs and ENI SPCs. Activity set 3.2.1: Organisation of trainings for public communicators in the Euro- Mediterranean region to implement guidelines on strategie communication on migration Building upon the work started under EMMA in the field, a set of guidelines for strategic communication on migration will be developed and rolled-out through development of a training module aimed the community of practice of public communicators (Output 3.3). These guidelines and their implementation will build upon the collected know-how, exchanges and good practices outlined in Activities 3.3.1 and 3.4.1. Activity set 3.3.1: Organisation of workshops for public communicators in the Euro- Mediterranean region to foster knowledge and experience exchange on good and innovative practices in communicating on migration Three workshops will target public communicators to address timely priorities relating to public communication on migration. These workshops will build upon the successful experience and trajectory of partnership between EMM and the reputablc Club of Venice (CoV), an informal group of Europe’s most senior and experienced government communications professionals. This partnership will consolidate the establishment of a community of practice of public communicators on migration in the Euro-Mediterranean region. This will enable positioning the issue ofthe narrative on migration in the realm of professional institutional communicators and identify main challenges policy makers encounter when communicating on migration. Pillar 3: Public attitudes and perceptions Activity set 3.4.1: Development of theoretical framework and methodology to understand public attitudes on migration in the Euro-Mediterrancan region and cross-reference the analysis through a multidisciplinary approach with perceptions, behavioural studies and practices on communication on migration. During EMMA, collaboration was launched with the Observatory on Public Attitudes on Migration (OPAM) at the European University Institute to develop a series of studies targeting public attitudes on migration. EMMS5 will capitalisc on the work already done and develop in cooperation with OPAM the necessary knowledge products to support an evidence-based approach to the issue of the narrative on migration and provide policy and operational recommendations to communication professionals and policy makers in the Euro- Mediterranean region. 28 ENI 2020/218-249
