This letter confirms that Tesla Manufacturing Brandenburg SE (“Tesla”) have invited
to visit our factory site located in

Gigafactory Berlin (“Giga Berlin”) from 18-Jul-2022 until 17-Oct-2022 for business purposes.

Tesla has entered into a contract with for the procurement of production equipment. The purchase
is subject to the Purchase Order N 3 BR Tesla and Purchase Agreement").

The contract requires that furfili their obligation to Tesla by providing an adequate number of
personnel to support activities pertaining to the equipment purchased by Tesla. As such, these
activities can neither be performed remotely nor can they be postponed; otherwise, the contractual
delivery date will not be met in Germany. This invitation is submitted on behalf of the below listed
individual to enter Germany.

The Critical Nature of the Project

 

Tesla has procured equipment manufactured b BE for our powder coating lines which supports
Tesla’s cutting-edge battery cells. Specifically, HMMM wi be providing Giga Berlin a powder-coating
facility for the site’s battery top covers. This facility consists of a pre-treatment line that includes
washers and tanks of the top covers, conveyors, handling robots, and ovens for curing the powder. The
purpose of this line is to coat the top cover of Tesla’s battery cells with a corrosion-resistant and
insulation layers. Ultimately, these layers enhance battery performance and longevity. The powder
coat equipment and related systems will be delivered from China to Germany and must be
integrated with existing equipment in order to ensure seamless functionality and production
efficiency. The equipment requires in-person testing and validation that cannot be completed remotely,
as the commissioning activities require the equipment manufactured byllsauire testing in real-time
in order to ensure functionality and efficiency, and so that the local team may be trained on how to
urgently resolve any technical issues that may arise.

The Critical Need for Personnel to Enter German

Bu provides highly customized powder coating equipment, and every project requires unique
knowledge and experience that can only be gained by local personnel who have intimately been
involved in the development and build of the machines, which takes place in China. As a result,
proprietary information is essential and cannot easily be located or replicated locally in
Germany. Further, installation and commissioning can only be done on-site within Giga Berlin, and
as such the personnel’s on-site physical presence is required in order to effectively facilitate the
activities related to the ramp-up of the equipment being procured by Tesla. In this regard, Tesla
requires the in-person technical support of the highly skilled experts from WE in order to ensure
the overall system runs properly and the local Tesla team are adequately trained to action the day-
to-day operation and maintenance of the equipment.

Chinese suppliers. Tesla has procured equipment manufactured by

(EEE integral to our manufacturing of cutting-edge battery cells. We need the supplier personnel to be able to
visit the Giga Berlin site to install, commission and ensure functionality ofthe equipment in time for our planned
start of production. Any delays in the entries would pose risk to delay the overall program. The Consulate General of
Germany in Shanghai has advised that the EU travel restrictions have not been lifted for travelers from China, and in
order for personnel to be eligible for a visa, the applicant must present a signed declaration clearly stating the
critical need to have their presence onsite at Giga Berlin from approximately July 4th through August 22nd, 2022.

Would you be able to help us with documentation of the criticality ofthe Giga Berlin program to MWAE and the
