very good news: DG COMP has just confirmed to us that
a) your file is ripe for notification in its present form (including the text on monitoring as preliminarily
confirmed by earlier today), and
b) notification of the entire IPCEI can take place on Thu, Dec. 10th.
They further told us that it would be sufficient to make the text on monitoring a part of the German notification.
That means that they will not include it in their decision.
We can either include the text in your PP or submit it as a separate annex to your file.
Please give us in writing asap your definite agreement to the text on monitoring as attached and tell us which way
you prefer.
In case you prefer implementing it into your PP, please make no changes to the text and re-submit your PP to the
project agency by tomorrow 3pm.
In case you prefer the annex, we only need the definite agreement by tomorrow 3pm.

first of all: Thanks for providing your updated documents on Friday - we have submitted them on Friday evening and
are confident that the files can serve as the basis for notification, planned to occur until the end of this week.
Regarding the monitoring, DG COMP is proposing to include some provisions into the decision, pls. see attached an
informal proposal.
We believe that this is a pragmatic approach as it leaves room to detail the KPIs in a trilateral process after the start
of notification. DG COMP is open to consider our
project agency as the trustee as we understand.
It would be very helpful to receive (informally) a signal that you could live with the attached provisions until
tomorrow midday (Berlin time).

wie eben besprochen sind hier die Verbleibe zum Punkt FID aus KOM-Sicht:
Um zügig in Richtung Notifizierung vorangehen zu können bitte ich um sehr zeitnahe Bestätigung, dass ihr den
drei Verbleiben des Geprächs,
1. Anpassung FID-Umfang wie oben ausgeführt,

3. Europäisches Monitoring, ausgeführt durch einen Trustee (mglw. DEU-PT) bzgl. einer KPI-Liste, die vor
Projektstart trilateral abgestimmt wird (vsl. nach Beginn der Notifizierung),
zustimmt.
Wir würden nach Eingang dieser Bestätigung sehr zeitnah Details zum weiteren Vorgehen übermitteln.
