ADAPTATION TO CLIMATE CHANGE
HORIZON-MISS-2023-CLIMA-01-02: Testing and demonstrating
transformative solutions to protect critical infrastructure from climate change,
mainstreaming nature-based solutions:
Budget: total 35 million EUR - 3 projects - 8-11 million EUR / project
Scope: The proposed solution should address:
• Protecting critical infrastructure and make it ready to withstand the changing
climate and its consequences (maintaining efficiency of operations, reducing
maintenance costs and protecting the capital invested);
• Solutions for building and/or managing new critical infrastructure and/or
upgrading/regenerating/revitalising/refurbishing existing ones through
g reen/b I ue/hy b ri d i nfrastru ctu re ;
• Inclusion of digital and space solutions and services to better predict, monitor
and report on climate events, in particular towards improve forecasts of adverse
events and triggering adequate risk management and emergency procedures.

• It should support development and testing of solutions that will make existing
or new critical infrastructure more resilient to climate change, in line with the
most recent guidelines for climate proofing.
• It links with the topic 2021-CLIMA-02-03 on modeling at the asset level.
• It should include lifecycle ecological and CO2 footprint considerations, from
sourcing the materials, including water and energy needed.
• It should address the local vulnerabilities in order to mitigate the potential risks
on the infrastructure and the potential negative impacts on critical assets and
infrastructures and the interdependencies between those.

• CLIMAAX: A common climate risk assessment framework, also supporting
to 50 regions to implement it
• PEERS: Supporting 100 regions to develop local climate resilience
building strategies and plans
• RESIST and R4C: Two large scale demonstrations taking place in the
regions
• MI RACA, RISKADAPT, ICARIA: asset level modelling
• CLIMAS, AGORA: local engagement of citizens
