shared their approval of the project9, but the MFA was still waiting (at the time of writing this
report) for official communication from the Minister of Justice regarding the approval of the
project, notably with respect to the activities focusing on migration legislation. Following an
official Note Verbale from the MFA in March 202210, in which the MFA proposed to suspend
the implementation of activities related to migration legislation (Activity Strand 3), ICMPD
agreed to temporarily put on hold these activities. Subsequently, official communication was
received from the MFA via Note Verbale proposing the organisation of the first OSC meeting
on 31 May 202211. ICMPD accepted the proposal to hold the OSC meeting on 31 May 2022 via
Note Verbale to the Libyan MFA;
Generally, the structural challenges as regards inter-ministerial communication and decision
making between the Libyan MFA vis-à-vis the other project stakeholders (e.g. it was agreed
with the MFA that all official communication with the other project stakeholders needs to be
transmitted via official channels through the MFA), contributed to slower coordination.
The political and security developments may pose challenges for the overall engagement on the
ground in Tripoli in the future. In order to avoid and/or mitigate these potential risks, the project team
will continue to closely monitor the latest political and security developments on the ground and
respond according to the context. Potential challenges for the upcoming period might include:
Depending on the outcome of the first OSC meeting, the project team might experience
certain challenges regarding the implementation of activities focusing on migration legislation
given the seemingly general concern among the Libyan stakeholders at the political level to
work on this topic, despite the communicated interest and willingness of technical staff. While
the activities focusing on migration legislation have temporarily been put on hold, in case the
approval of the MoJ is not received within the agreed upon timeframe, ICMPD might be
required to refocus some of the activities on a different topic. Nevertheless, the issue is
planned to be discussed during the first OSC meeting with the view to find a solution and/or
a procedure for a future decision on the question of these activities;
Given the important delay in calling for the first OSC meeting, the swift implementation of
project activities will be highly dependent on very rapid procedures with regards to the
confirmation from the Libyan partners (incl. training content approval, participant
nomination etc.). If this constitutes a challenge, it is very likely that the remaining time of the
project implementation phase might be insufficient for the rollout of all planned activities;
The perceived general cautiousness among the Libyan stakeholders vis-à-vis the engagement
of international partners, which ICMPD has approached by investing significant time and
effort in building positive relations of trust, might potentially result in some challenges in the
future;
The potential changes in the political and security situation following the tensions between
the GNU and the GNS might pose concrete challenges for the continuation of engagement on
the ground in Tripoli if the security situation rapidly deteriorates, including the ability to
continue frequent missions to Tripoli as well as to organise in-person activities in Libya;
Depending on how the COVID-19 pandemic develops, this might pose challenges for
organising in-person activities and meetings.

4. Results
4.1. Inception Phase
The inception phase of the action was originally planned as a three-month period from April-June
2021, with the view to achieving the following objectives as outlined in the Contribution Agreement
Annex I "Description of the Action":
Consult project stakeholders and design all the final activities jointly with the stakeholders;
Set-up of project team and project implementation tools (incl. recruitment, development of
communication and visibility plan, conflict sensitivity assessment and recommendations,
monitoring and evaluation (M&E) frameworks, etc.).
As a result of a number of challenges (see section 3.3) faced during the course of the project, among
other due to the rotation of staff in the Libyan MFA and the postponement of the 1st OSC meeting -
which constitutes the final step of the inception process - the consultations with the project
stakeholders were extended to ensure that the needs and recommendations of the Libyan project
stakeholders were fully considered in the final design of the project activities. While the consultations
were lengthy and took longer than intended, they were essential for ensuring Libyan ownership and
that the activities respond to the Libyan needs and priorities, which will contribute to a successful and
sustainable implementation of the action with a long-lasting impact. Table 1 provides an overview of
the objectives and the results achieved during the consultation phase of the project12. The activities
completed will ensure that ICMPD is ready to start the successful implementation of the project
activities as soon as the Implementation Phase Work Plan is officially approved by the project
stakeholders.
In addition to the tangible results outlined in Table 1, an important success achieved by ICMPD during
the reporting period was the maintenance of a positive and inclusive relationship vis-à-vis the
project stakeholders in Libya. As a result of the rotation of staff among the direct project counterparts
(notably in the MFA), in combination with the challenges experienced due to the political situation in
Libya, ICMPD was required to (re)build its positive relations with the Libyan interlocutors. As such,
ICMPD spent important time meeting with the new counterparts and presenting the work of ICMPD
(incl. the work achieved during the previous EU-funded "Strategic and Institutional Management of
Migration in Libya" project) which contributed to building a relationship of trust that was necessary
for ensuring a positive cooperation with the Libyan stakeholders.

4.2. Implementation Phase
Despite the delay in the final approval of the project activities, the implementation of a number of
activities was achieved in parallel, notably with respect to the activities focusing on supporting Libya's
participation in regional and international migration dialogues. In this way, a number of important
results were achieved.
Project outputs
Pending the approval of the activities in the Implementation Phase Work Plan during the 1st OSC
meeting, which largely put the start of the organisation of project activities on hold, ICMPD continued
the work to support Libya's participation in migration dialogues. Table 2 below provides an overview
of the status of the outputs indicated in the project logical framework (logframe)13.

While progress on the implementation of the majority of the outputs has largely been put on hold
pending the approval of the activities during the 1st OSC meeting, the work undertaken with respect
to supporting Libya's participation in the migration dialogues (e.g. the Khartoum Process and Rabat
process) had positive results, including via accompaniment to a high-level migration dialogue as well
as the organisation of dedicated preparatory workshops (see section 5.2. for the specific activities
implemented under this activity strand). While the activities had a tangible positive impact on the
capacity and knowledge enhancement of the Libyan participants who participated in the activities, the
actions also contributed to maintaining a direct dialogue as well as fostered a positive relationship
between ICMPD and the Libyan counterparts. This was essentialfor achieving the final approval of the
project activities. Specifically, the implemented activities had the following results:
Enhancement of knowledge and experience of Libyan diplomats, including young Libyan
diplomats, from the Libyan MFA via a hands-on "learning by doing" approach that contributed
to a concrete understanding of the purpose and functioning of a migration dialogue and the
benefits it may have for Libya;
Networking and relationship building between Libya and other countries, via the facilitation
of bilateral meetings with delegates from other participating countries at the migration
dialogue;
Relationship building between the Libyan delegates as direct counterparts of the project and
ICMPD as a result of the organisation of workshops and accompaniment of the Libyan
delegates to a migration dialogue, which contributes to a positive relationship that will allow
for the successful implementation of the project.

The implementation with respect to activity strand 1 (migration dialogues) is thus progressing as
planned and ICMPD will continue to support the participation of Libyan delegations in migration
dialogues in the next reporting period.
Immediate Outcomes, Specific Objectives and Impact
The results in accordance with the immediate outcomes, specific objectives, and the impact of the
project (see the logframe in Chapter 6) will be measured as per the applicable methodology at the end
of the project based on the evaluation of the answers to the same survey that was conducted at the
beginning of the project (see baseline survey results in Quarterly Narrative Report II in Annex 9). The
same questions will be asked to the same participants, which will indicate the immediate outcomes,
specific objectives and impact as a result of the project.
4.3. Connection to the 2030 Agenda for Sustainable Development
The 2030 Agenda for Sustainable Development for the first time recognises the connection between
migration and sustainable development and considers migration a cross-cutting issue that is relevant
for the achievement of all the 17 Sustainable Development Goals (SDGs). The LIBMITAF project is
directly and indirectly connected to the 2030 Agenda and concretely contributes to the achievement
of several of the SDGs. Work on migration governance is considered a cross-cutting issue that is
indirectly related to numerous SDGs (e.g. Goal 3 "Good Health and Well-being", Goal 4 "Quality
Education", and Goal 8" Decent Work and Economic Growth"14). Therefore, the connections
highlighted here illustrate some of the most concrete and direct connections between the LIBMITAF
project and the 2030 Agenda.
Goal 10: Reduce inequality within and among countries
Target 10.7 "Facilitate orderly, safe, regular and responsible migration and
mobility of people, including through the implementation of planned and well
managed policies"
Specific reference to "migration" is made in the SDGs in Target 10.7 of Goal 10,
which recognises that proper migration governance contributes to achieving the
orderly, safe, regular, and responsible migration and mobility of people. The LIBMITAF project
contributes to target 10.7 specifically through the strengthening of the institutional and legislative
frameworks on migration in Libya and by fostering strengthened cooperation among the Libyan
stakeholders with a mandate to work on migration at national level as well as between Libya and other
countries at regional and international level. This will in the long-term contribute to strengthening the
mechanisms of the Libyan stakeholders to address migration issues and ensure the orderly, safe,
regular, and responsible migration of people to and through Libya. Concretely, this is achieved via
capacity and knowledge enhancement activities for the relevant Libyan authorities to enhance their
understanding of what "migration governance" and other relevant migration-related topics mean and
what kind of policies and frameworks are needed to achieve the "orderly, safe, regular, and
responsible migration and mobility of people". This will allow them to better support migrants in Libya
as well as the Libyan nationals living abroad.

Goal 16: Peace, Justice and Strong Institutions
Achieving better migration governance is indirectly related to goal 16, which
strives for strengthening governance and national institutions, and calls for the
upholding of rule of law and human rights approaches for the benefit of all
people, including migrants. The LIBMITAF project contributes to this goal by
supporting the Libyan stakeholders in enhancing the institutional and legislative
frameworks in adherence to international standards and the rights of migrants.
GENDER
Goal 5: Achieve gender equality and empower all women and girls
5 EQUALITY Many women migrate independently and face numerous gender-specific
vulnerabilities and discriminatory barriers during their journey in transit and host
communities as well as in their country of origin, among other heightening the
risk of sexual and gender based violence and exploitation. Migration governance
should recognise and address these gender-specific vulnerabilities as well as
consider the specific needs of women migrants as well as the opportunities that migration might offer.
The LIBMITAF project is committed to contributing to goal 5 by ensuring that the activities organised
within the framework of the project seek to contribute to enhancing the capacities of all genders as
well as address the gender-specific dynamics, needs, and opportunities of migration.

5. Activities
Given the challenges faced during the reporting period, particularly with regard to achieving the final
approval of the Implementation Phase Work Plan15, the majority of the activities during the first year
of the project focused on consulting the relevant project stakeholders with the view to achieving the
final approval of the project activities. In addition, the ICMPD team dedicated a significant time to
doing the necessary preparatory work for the organisation of the first planned project activities. This
will allow the team to be ready to immediately start the implementation of activities once the final
approval of the project activities is received. Despite the described challenges, a number of concrete
outputs as indicated in the project log frame, were successfully implemented during the reporting
period. As the reporting period covers both the inception phase as well as the implementation phase,
activities taking place in both periods will be addressed in the following section. A report particularly
focusing on the inception phase was submitted to the donors in August 2021 as previously agreed. A
number of missions were organised with the objective to organise in-person consultations and
meetings with Libyan stakeholders as well as organise project activities.
5.1. Stakeholder Consultations
The consultation process included a total of 34 in-person and virtual formal consultation meetings.
Generally, all stakeholders were very positive about the collaboration with ICMPD and expressed their
interest to continue to work together within the framework of the project. The inputs and
recommendations of the Libyan stakeholders were taken into careful consideration by ICMPD, and
several activities were adapted and added in accordance with the priorities of the Libyan stakeholders.
Figure 1 provides an overview of the number of official consultations and meetings held with Libyan
stakeholders during the consultation phase. See table 3 for the specific locations and dates on which
the consultations and meetings took place.

The project activities are divided into four different activity strands, which were proposed to the
Libyan stakeholders as the following:
Support to the Libyan authorities in strengthening the legislative framework on migration;

Facilitation for Libyan delegations' active participation in international and regional migration
dialogues;
Support to the Libyan authorities in their efforts on engaging Libyans living abroad;
Support to the Libyan Civil Society Organisations working on migration in reinforcing their work
and role.
Following the consultations with the Libyan stakeholders the decision was made to slightly adapt the
phrasing of the activity strands. Given the sensitivity of the work on the migration legislation, with
some of the Libyan authorities expressing some hesitation towards working directly on changing the
legislation, the language of this particular activity was softened. Moreover, the topic of consularcrisis
preparedness was added to the second activity strand to underscore that the project will not only
work on engaging Libyans living abroad, but will also focus on consular crisis preparedness, which was
welcomed positively by the Libyan stakeholders. The activity strands as proposed to the Libyan
stakeholders are the following:
Facilitation for Libyan delegations' active participation in international and regional migration
dialogues;
Support to the Libyan authorities in their efforts with respect to consular crisis preparedness
and engaging Libyans living abroad;
Support to and strengthening of the efforts of the Libyan authorities in the field of migration
legislation;
Support to the Libyan Civil Society Organisations working on migration in reinforcing their work
and role.
The final formulation of the above activity strands is subject to the conclusions of the 1st OSC meeting.

In accordance with the Cooperation Agreement signed between ICMPD and the State of Libya in 2019,
the Libyan MFA is the official point of entry with respect to all official correspondence and
coordination regarding the project. As one of the main counterparts of the project, numerous
consultations and follow-up meetings were held with the Libyan MFA, including with its International
Organisations Department, International Cooperation Department, Expatriate Affairs Department,
Consular Affairs Department, and International Non-Governmental Organisations Department. During
the formal consultations, the MFA highlighted the following priorities for the project: (1) the need for
a focus on capacity enhancement and preparatory work as regards migration legislation; (2) the
engagement of Libyans Living Abroad; (3) the definition of concepts and terminology; and (4) the
importance of the participation of Libya to regional and international migration dialogues (e.g.
Khartoum and Rabat process).
As agreed with the MFA and the other Libyan project stakeholders, all official correspondence and
coordination (e.g. requests for meetings, sharing of documents etc.) regarding the project took place
via the MFA (International Organisations Department). Following the initial consultations with all the
Libyan stakeholders that took place from April until September, ICMPD was informed by the MFA that
all the official project stakeholders (MoJ, Mol, NTBSM, MSMA, and the Diplomatic Institute) should
share their official approval and recommendations regarding the project activities in a Note Verbale
to ICMPD via the MFA. ICMPD was informed that the 1st OSC meeting, which had the purpose to launch
the start of the project activities, could be organised as soon as all the Libyan project stakeholders had
informed the MFA of their approval of the project.
A permanent ICMPD focal point was appointed within the MFA to facilitate the day-to-day
coordination and communication between ICMPD and the MFA. Moreover, in November and
December 2021, a new Rabat Process Focal Point (from International Cooperation Department) and a
new Khartoum Process Focal Point (from International Organisations Department) were respectively
nominated. Given the importance of the engagement of Libya in the regional and international
migration dialogues, the appointment of the new Focal Points was a positive step that will facilitate
the participation of Libya in future Rabat Process and Khartoum Process meetings. Subsequently, the
MFA made the decision21 to change the Rabat Process Focal Point in March 2022, and instead the
general ICMPD focal point was appointed to also take on the role as Rabat Process Focal Point.
Diplomatic Institute
The Diplomatic Institute is officially part of the MFA, but given its important role particularly with
regard to the activities related to consular crisis preparedness and migration dialogues, the Diplomatic
Institute was consulted bilaterally on several occasions. Following the in-person consultations held
with the Diplomatic Institute on July 8th and September 8th 2021, the Diplomatic Institute shared their
