ANNEX III - Communication and Visibility Strategy
In order to ensure the visibility of the EU and the Swiss Confederation as well as the wide
dissemination of the achievements and results of the project throughout the project Implementation
Phase, a number of communication and visibility efforts will be made by ICMPD as outlined below. All
efforts will be implemented in line with the official EU Communication and Visibility Guidelines,
including as regards promotional material, publications, and other outputs. Moreover, given the
complicated situation in Libya and the sensitive nature of the topic of migration in the country, due
consideration will be given to the operational environment. The project will therefore pursue a
communication and visibility strategy based on limited and carefully targeted outreach in close
collaboration with the EU Delegation to Libya and the Swiss Embassy to Libya.
A conscious effort will also be made to ensure that an inclusive and gender-sensitive approach is taken
to communication and visibility actions, including by ensuring that the voices and perspectives of
women and youth are taken into consideration and highlighted.
More specifically, the following communication and visibility tools will be used to ensure the visibility
of the project:
External communication:
The project team will maintain close contact with the cooperation and communications staff
of the EU Delegation as well as the Swiss Embassy to ensure coordination and to plan the
visibility of certain activities.
The EU Delegation and the Swiss Embassy will be invited to every relevant meeting or event
organised, with opening and/or closing remarks wherever possible.
In May 2020, ICMPD launched a new official website including a dedicated project page for
the LIBMITAF project15, which will be used by the project team to share news and publications
related to the project activities.
A product brochure/factsheet will be produced about the project, containing information
about the objectives of the project and its main activity strands, which will be publicly
available on the dedicated project page on the LIBMITAF project page and which will be shared
with all relevant stakeholders and partners when relevant. Moreover, the brochure will be
printed and disseminated at all relevant occasions and events.
After each event, the project team will draft press releases as well as a Tweet suggestion to
be shared via the channels of the donors, and ICMPD will further disseminate the press
releases issued by the donors via the ICMPD channels.
Whenever relevant, ICMPD will publish project news articles that will be shared on the main
ICMPD website by the ICMPD communications team.
ICMPD will share a project newsletter, which will include project-specific updates as well as
news and publications on migration.
ICMPD will open an official “ICMPD in Libya” Twitter account where all the tweets published
by the EU Delegation and the Swiss Embassy will be retweeted as well as any relevant and
appropriate updates as regards the project will be shared. The project team has decided, in
agreement with the project donors and the ICMPD communications team, to scale up their
social media presence with the aim to enhance the visibility and awareness of the project, and
to more easily share information. ICMPD will therefore open a Twitter account, which will

allow for sharing targeted and non-sensitive news as well as updates about the project. To
avoid any potential negative impact on the partnerships with stakeholders and project
outputs stemming from potential miscommunication around the nature of the project, the
sharing of project updates on the Twitter account will continue to take into careful
consideration the sensitivities and risks associated with broad outreach on project priorities
and results in the Libyan social media landscape.
ICMPD will share all communication by Libyan partners that ICMPD is aware off with the EU
Delegation and the Swiss Embassy (e.g. Social Media posts and news articles).
Information sharing and awareness raising about the project with Libyan and international
stakeholders will be ensured through the distribution of promotional material (pens,
notebooks, USB etc.) as well as other material containing information about the objectives
and main activity strands of the project at all in-person events.
When appropriate and relevant, ICMPD will hire professional photographers and
videographers for events to ensure that high-quality material is produced for visibility
products, including photos, videos, etc.
When relevant, policy briefs can be developed with policy recommendations about topics of
interest to the project.
ICMPD will respond to ad-hoc requests from the EU regarding communication and visibility.
Internal communication:
Project updates will be shared every Monday in the “ICMPD This Week”, a weekly internal
ICMPD e-newsletter, which provides all staff members with an overview of the organisations’
activities and aims to facilitate information sharing.
Donor reporting:
Project reports, including interim reports and a final report, will be shared with the donors,
to share update on the activities implemented, and planning and review meetings will
regularly ensure that communication with the donors is maintained.
