Diplomatic Institute), Ministry of Interior (Mol), Ministry of State for Migration Affairs (MSMA), National Team for Border Security and Management (NTBSM), ICMPD. Number of Participants: 25 (8 women, 17 men) After an extensive period of stakeholder consultations, the stakeholders of the project meet during the 1° OSC meeting? of the project to jointly discuss the way forward of the project. The purpose of the meeting was: (1) to present and discuss the proposed Implementation Phase Work Plan of the project, incl. any changes to the proposed activities and a discussion on the way forward for the activities temporarily on hold; (2) to present and discuss the composition, roles, and responsibilities of the OSC; and (3) to discuss the technical modalities of project implementation. Following a presentation of the proposed Implementation Phase Work Plan, the stakeholders shared their feedback and recommendations on the way forward, allowing for a fruitful and open discussion among the project stakeholders. Main remarks included issues regarding the next steps for the implementation of the project with respect to the appointment of official Focal Points of all project stakeholders, the activities on migration legislation currently on hold, as well as activities as a potential alternative to the activities on hold (e.g. the establishment of a platform for dialogue to address common challenges with countries in the Saharan belt as well as the creation of a database to determine the number of irregular migrants in Libya). It was jointly agreed that the project stakeholders should appoint an official Focal Point to the OSC who will represent the respective institutions in future meetings, and the project stakeholders should share any potential final remarks they may have on the project in writing to the Ministry of Foreign Affairs within 10 days after the 1* OSC meeting to allow for jointly agreeing on a date for the official signature of the project. In addition, it was agreed that ICMPD will move ahead with the holding of technical meetings in preparation for the implementation of the project activities. Photo: ? In this regard, ICMPD held meetings with UNICEF and UNFPA to update them on the work on the assessment and discuss the status of the work on the shelters, which, as ICMPD has been informed, is currently on hold pending an agreement on the land where the shelter will be located. ICMPD is in the final stages of finalizing the assessment, which will be shared the soonest. Activity Strand 1: Facilitation for Libyan delegations’ active participation in international and regional migration dialogues Support Libya with the development of a training module on migration dialogues for the Diplomatic Institute Date: Ongoing Location: N/A Participants: N/A ICMPD is supporting the Diplomatic Institute with the development of a training module on migration dialogues with the view to allow for the long-term and sustainable continuation of transfer of relevant knowledge with respect to international and regional migration dialogues to the new diplomats that receive training at the Diplomatic Institute. In preparation for the development of the training module, ICMPD drafted a proposal document presenting the suggested chapters/content to be covered in the training module as well as the proposed timeline for the development of the module. This proposal document was presented to the Diplomatic Institute during a preparatory meeting at the Diplomatic Institute in Libya on 1 June 2022, during which the participants from the Diplomatic Institute endorsed the proposal and expressed their interest to start the work on the training module the soonest. It was agreed that ICMPD will continue with the development of the 1* draft of the training module, which will be shared with the Diplomatic Institute for their feedback in July 2022. The EUROMED Migration V (EMM5) and the Mediterranean City-to-City Migration (MC2CM): Introduction Workshop Date: 6 April 2022 Location: via Zoom Participants: MFA, Ministry of Local Governance (MoLG), ICMPD Number of Participants: 9 (5 women, 4 men)

Globe aglazl Joa 5, ICMPD supports the preparation and participation of Libyan delegates to regional and international migration dialogues, includingthe EMM5? and MC2CM? dialogues. Libya has also appointed a National Focal Point to the EMMS5 dialogue, which allows for the sustainable participation of Libya in the dialogue. In preparation for Libya’s participation in the EMM5 and MC2CM dialogue meetings, ICMPD organised an introduction workshop with the EMM5 and MC2CM project teams, with the aim to present the general functioning and upcoming activities of the two dialogues to the Libyan stakeholders, which included the National Focal Point to the EMMS dialogue and a representative from the MoLG. This meeting contributed to ensuring that the Libyan authorities are informed about the functioning and purpose of the two dialogues and it served as an opportunity for them to meet with the two project teams and ask any questions they had. The participants welcomed the meeting, noting that it helped them to have a better understanding of the role of the two dialogues as well as expressing their interest to participate in future EMM5 and MC2CM meetings. Accompaniment to MC2CM dialogue meeting: Mediterranean Urban Migration Forum Date: 13 - 15 June 2022 Location: Sevilla, Spain Participants: MFA, ICMPD Number of Participants: 2 (2 men) From 13 — 15 June 2022, ICMPD accompanied the Libyan delegate to the Mediterranean Urban Migration Forum that took place in Sevilla, where the delegate had the opportunity to familiarize himself further with the MC2CM dialogue (and the work of ICMPD with respect to migration dialogues generally) and as such enhance his knowledge and understanding of this forum. In addition, it allowed for further advancing the relations between ICMPD and the Libyan MFA and the accompaniment to also proved particularly useful as it facilitated the introduction of the delegate to stakeholders and experts from other countries who were present at the meeting. Activity Strand 2: Support to Libyan authorities in their efforts with respect to consular crisis preparedness and engaging Libyans living abroad Programme design workshop to define the training programme on Consular Crisis Preparedness Preparations are ongoing for the organisation of the “programme design workshop” with the Libyan MFA (Expatriate Affairs Dept., Consular Affairs Dept., Diplomatic Institute) and the Mol. ICMPD is also planning to invite Libyan consular staff posted abroad at key Libyan embassies as well as members of the Committee in charge of the recent evacuation of Libyan citizens from Ukraine. In preparation for the workshop, ICMPD held bilateral preparation meetings with the Diplomatic Institute (8 June 2022) 4 The EUROMED Migration V supports EU Member States and the European Southern Neighbourhood Partner Countries (SPCs) in establishing a comprehensive, constructive and operational dialogue and co-operation framework on migration, with a particular focus on reinforcing instruments and capacities to develop and implement evidence-based migration policies. 5 The Mediterranean City-to-City Migration Project (MC2CM) brings together city leaders, civil servants and local, national and international multi-disciplinary experts to discuss about, learn from and contribute to enhanced migration governance at urban level, including migrants' access to basic services and human rights. MC2CM aims at contributing to open and inclusive cities by drawing on migrants' potential to benefit cities and their economies. 8

Slulım poll Isa 55,4 and the Expatriate Affairs Department (21 June 2022) with the objective to give the institutions a briefing on the objective and expectations for the “programme design workshop”, including as regards the needs assessment questions that will be discussed during the event. This ensured that the institutions had the opportunity to already ask any questions they had with respect to this activity, which will ensure a smoother and more efficient workshop. Both the Diplomatic Institute and the Expatriate Affairs Department expressed their interest to participate in the “programme design ”6 workshop”.” ICMPD is also planning to organise a preparatory meeting with the Consular Affairs Department. 7. Upcoming Plans The upcoming period will include a number of planned activities, including the official signature ofthe approval for the start ofthe implementation phase ofthe project. After the official signing, ICMPD is planning an official Project Launch in September/October to present the LIBMITAF project to all the relevant stakeholders and members of the international community. Activity Strand 1 - Facilitation for Libyan delegations’ active participation in international and regional migration dialogues: ® Continue the work in supporting Libya with the development of a training module on migration dialogues for the Diplomatic Institute; ° Participation of Libyan delegation to the Rabat Process “High Level Thematic Meeting: Cooperation between Countries of Origin, Transit and Destination in the field of Border Management” from 5-6 July in Madrid, Spain; ° _Preparation meeting for the Khartoum Process Thematic Meeting on Legal Pathways: Talent and Skills Mobility Partnership to March Labour Market Needs” on 7 July; « Participation of Libyan delegation to the Khartoum Process “Thematic Meeting on Legal Pathways: Talent and Skills Mobility Partnerships to Match Labour Market Needs” from 12-13 July in Mombasa, Kenya; ° _One-day trainings on migration dialogues for Libyan diplomats. 6 The workshop was proposed to be organised from 27-29 June, but the MFA could not confirm their availability, so the workshop is currently planned for September 2022. 7 Given the overall context and the political changes in Libya, some activities might need to be adapted/redesigned in accordance with the potentially changing context. ® The capacity enhancement training was added to the planned activities in response to a specific request by the MSMA, asking for a specific training on migration terminology and concepts, which also serves as preparation for other activities organized within the framework of this project.

Activity Strand 4 - Support to the Libyan Civil Society Organisations working on migration in reinforcing their work and roles: « Start ofthe CSO needs assessment’; + Start the individualised coaching to the CSOs on networking. The activities are planned to be organised in person in Tripoli, Libya, but depending on the political and security context and/or the availability of experts, the format might need to be changed to a virtual or hybrid set-up or to a different venue. 7. Communication and Visibility Since the launch ofthe official “\CMPD in Libya” Twitter account, the project team has regularly shared relevant updates as regards the project, which has resulted in a growing following on the platform.
