2. Objectives
Overall objective: Strengthened national mechanisms for addressing regular and irregular migration.
Specific objectives:
1. Legislative and institutional frameworks addressing regular and irregular migration are
enhanced;
2. Cooperation between relevant stakeholders on regular and irregular migration at
international and national level is improved.
3. Context
The overall improvement in the levels of conflict and the security situation since the end of the attack
on Tripoli in August 2020, as well as the formal reunification of the country through the election of
the interim Government of National Unity (GNU), allowed the project team to increase its presence
on the ground, notably with the opening of the ICMPD office in Tripoli. The improved security situation
allowed the project team to scale up the regularity of its official missions to Libya.
Yet, a number of events that occurred over the reporting period confirmed that security concerns and
political impasses remain. The legislative and presidential elections initially scheduled for 24
December 2021 were postponed, and it is yet to be seen when they will take place. The upcoming
elections considerably increased the levels of political turmoil across the country as a result of, among
others, the announced candidature of several controversial figures (
).
Despite mounting tangible tensions among different political actors, no major clashes were registered
throughout the reporting period. Nevertheless, the general climate of political insecurity inevitably
affected the GNU ministries’ operations and interactions with international stakeholders, particularly
with regard to the overall working environment of the Ministry of Foreign Affairs (MFA) and its
Departments. Moreover, the new rotation of staff in the MFA impeded upon the continuity of the
level of engagement between the past and current projects, as it required the project team to invest
significant time in explaining the background of ICMPD and the previous work that has been done, in
order to re-establish the important relations between ICMPD and the Libyan interlocutors. Particularly
relevant for the LIBMITAF project was the sudden change of the direct Focal Point of ICMPD in the

MFA in November 2021. However, the reporting period also saw the nomination of the Khartoum
Process Focal Point and the Rabat Process Focal Point, which was a great success and will ensure the
continuation of Libya’s participation in the two important migration dialogues1.
Particular challenges were also identified with respect to inter-ministerial communication and
decision-making. As a result, ICMPD experienced a delay in the organisation of the first meeting of the
Operational Steering Committee (OSC), aiming at a final validation on the content of the Work Plan
and methodology of the project Implementation Phase by all main project stakeholders (donors and
Libyan partners).

5. Preparatory Activities
During the Inception Phase of the LIBMITAF project, which finished at the end of August 2021, 19
consultation meetings with project stakeholders were organized and the draft project documents,
notably the Implementation Phase Work Plan, were submitted to the Libyan stakeholders for their
final inputs.
In preparation for the Implementation Phase of the project, including the forthcoming first OSC of the
LIBMITAF project, which has the aim to validate the Implementation Phase Work Plan and officially
approve the start of the Implementation Phase of the project, the LIBMITAF project team has
conducted an extensive number of preparatory activities. Most notably, ICMPD has been in constant
contact with the relevant Libyan stakeholders, particularly with the view to receiving the final
feedback of all the relevant Libyan stakeholders as regards the indicative activities included in the
Implementation Phase Work Plan, to ensure that the needs and priorities of the Libyan stakeholders
are reflected in the activities. The following meetings have been conducted in preparation for the

consultations with Libyan stakeholders and partners as well as to finalize the setup of the recently
opened ICMPD Office in Palm City, Tripoli:

Based on the ongoing consultations with the Libyan stakeholders, the initial Implementation Phase
Work Plan has been revised and several activities have been amended or added to meet the requests
of the Libyan stakeholders. In addition to the meetings and missions conducted, and bearing in mind
that the Implementation Phase Work Plan has not yet been finally approved by the Libyan
stakeholders, the LIBMITAF project team has started the preparatory ground work for the organisation
of the first planned project activities, including expert contracting; conducting research and planning
the content of the activities to the extent possible, including preparing the relevant documents;
finalizing the visual identity products for the project, etc. This will allow the project team to be ready
to immediately start the implementation of activities, once the OSC gives the final approval of the
project activities.
6. Outputs
Given that the project is still in its preparatory stage, a limited number of concrete outputs indicated
in the project log frame have as of yet been implemented. Once the Implementation Phase Work Plan
has officially been approved by the Operational Steering Committee, the implementation of activities
can start, which will be reported on in future quarterly reports. Nevertheless, following the
appointment of the new Rabat Process Focal Point in November 2021, a preparatory meeting was
organized with the Rabat Process Focal Point, two representatives of the Rabat Process Secretariat,
and colleagues of the LIBMITAF project team, on 15 December 2021, to brief the new Focal Point on
the Rabat Process and prepare him for the “Thematic Meeting on Legal Migration” of the Rabat
Process, which took place virtually from 16-17 December 2021 and which was attended by the Rabat
Process Focal Point.
7. Challenges and Solutions
One of the main challenges during the reporting period was the rotation of staff within the MFA.
However, the ICMPD project team managed to establish good relations with the newly appointed staff
(e.g. the new ICMPD Focal Point and the Rabat and Khartoum Process Focal Points), which contributed
to the overall positive developments of the preparation process for full project implementation. In the
future, potential changes in the Libyan political landscape might again lead to sudden staff rotations,
thus making it necessary to re-establish contacts and engage with project stakeholders working within
the ministries.

Nevertheless, the ICMPD project team managed to continue constant engagement and received
substantial feedback from the majority of the stakeholders as regards the planned project activities
(e.g. Note Verbale including written feedback from the Ministry of State for Migration Affairs as well
as Diplomatic Institute). The political and security developments may pose challenges for the
continuation of the project team’s engagement on the ground in Tripoli and for the future
implementation of project activities. Depending on how and when the elections will take place, the
security situation in the country might further exacerbate, thus potentially affecting the overall level
of engagement on the ground in Tripoli.
In order to avoid and/or mitigate these potential risks, the project team will closely monitor the latest
political and security developments on the ground and respond according to the specificity of the
context.
8. Upcoming Plans
The upcoming period will include a number of planned activities, including first and foremost, the first
Operational Steering Committee (OSC) with all the relevant Libyan stakeholders and donors of the
project, and following the OSC, the official Project Launch of the project. Moreover, depending on the
outcome of the first OSC, the following project activities are planned for the first quarter of 20223:
Activity Strand 1 - Facilitation for Libyan delegations’ active participation in international and regional
migration dialogues:
Start of the work in supporting Libya with the development of a training module on migration
dialogues for the Diplomatic Institute;
Introduction workshop on migration dialogues for the new Rabat and Khartoum Process Focal
Points;
Preparation workshop for one migration dialogue meeting contingent upon dialogue meeting
dates.
Activity Strand 2 - Support to the Libyan authorities in their efforts with respect to consular crisis
preparedness and engaging Libyans living abroad
Programme design workshop for training programme on consular crisis preparedness, a
preparatory workshop for the design of the Training of Trainer programme on consular crisis
preparedness.
Activity Strand 3 - Support to and strengthening of the efforts of the Libyan authorities in the field of
migration legislation;
Capacity enhancement training on migration terminology, concepts, and responses, in
response to the request by the MSMA, with the view to delivering a general training to the
relevant Libyan stakeholders to train them on the relevant migration concepts4;
Follow-up and prioritisation of Legal Assessment’s recommendations;

The capacity enhancement training was added to the planned activities in response to a specific request by the MSMA,
asking for a specific training on migration terminology and concepts, which also serves as preparation for other activities
organized within the framework of this project.

Start of the work to support the creation of a database on legal literature on migration.
Activity Strand 4 - Support to the Libyan Civil Society Organisations working on migration in reinforcing
their work and roles:
Start of the CSO needs assessment5;
Start the individualised coaching to the CSOs on networking.
The activities are planned to be organized in person in Tripoli, Libya, but depending on the political
and security context and/or the availability of experts, the format might need to be changed to a
virtual or hybrid set-up or to a different venue.
9. Monitoring and Evaluation
To monitor progress of the strategic and the specific objectives as well as the immediate outcomes of
the project, a baseline survey was developed with the aim to collect data against the indicators
outlined in the project log frame. During the reporting period, a dedicated effort was made by the
project team to encourage the relevant Libyan stakeholders working on migration to fill out the
baseline to ensure as many responses as possible. Out of the 24 stakeholders contacted, ultimately 14
responses to the survey were received.
10. Lessons Learned and Good Practices
As a result of the rotation in staff at the Libyan MFA, in particular in some of the main positions of
relevance for the project, it was necessary to take the time to inform the new interlocutors about the
background of ICMPD with the view to establish a positive relation with the new counterparts with
whom the project team will be communicating and engaging on a regular basis during the course of
the project. An important lesson learned and good practice was as such to take the necessary time to
invest in these relations to ensure that a relationship of trust is built with the new Libyan interlocutors,
which will contribute positively to the implementation of the project moving forward. While
consultations are lengthy and take up a lot of time in the beginning of the project, they are key for a
successful and effective implementation phase with activities that respond to the needs and priorities
of the Libyan stakeholders. Moreover, the opening of the ICMPD Office in Tripoli was welcomed by
many of the Libyan interlocutors, who responded positively to the more permanent presence of the
project team in the country. To further enhance engagement with Libyan stakeholders, the project
team members based in Tunis will continue to go on regular mission to Tripoli to the extent possible,
to ensure that direct engagement is maintained with all members of the ICMPD project team.
11. Communication and Visibility
ICMPD has launched an official “ICMPD in Libya” Twitter account, where ICMPD has been sharing
relevant updates as regards the project. In addition, the project team held a meeting with the
communications officer at the EU Delegation to Libya to discuss the way forward as regard
communication and visibility actions of the project.
