The Scientific Advisory Committee (SAC)
The participation of the SAC members will guarantee the feasibility of the project, in particular, they will: 1)
advise the team on enhancing the theoretical potential of the project; 2) facilitate access to the field; 3) enrich
the policy debates; 4) advise the team concerning ethical issues raised in the empirical research. They will
participate in: training activities (i.e. summer courses), participatory workshops and scientific meetings.

  poltical/policy frameworks.
  RS- C| Everyday Racism: analysis of the archive; cartography of case studies concerning hate speech in

  organisations, comedians, actors, journalists, TV producers; legal experts; academics. Database with media

 Overall expected results: POLITICS will bring about a multi-level and relational approach to ‘racial
 regionalisations’, providing a critical account of the relations and connections between processes of
 knowledge production about the constitutive role of race and racism in contemporary power relations and
 political structures in European and Latin American contexts. Case-studies will enable an understanding
 of the political force of different approaches to anti-racism, their relation to competitive interpretations of
 historical process and how they shape specific political and legal initiatives. Participatory methods will
 result in foregrounding conflictive views, consensuses and specific policy proposals at regional, national
 and local level.

b.4. Impacts of the project
The foreseen impacts of the project will be primarily in three areas:
1) Scholarship
Scientific publications will enhance existing interdisciplinary analytical frameworks on the understanding of
current configurations of anti-racism, broadening the scope of studies usually dominated by comparative
analyses between the United States and the United Kingdom, and strengthening the dialogue between
researchers in Latin American and European contexts. The cartography of case-studies, combining the
regional, national and local level, will impact on critical accounts of anti-racism as a key political struggle, the
‘generalizabilities’ (Goldberg 2009) that can be made considering the long history of anti-racist struggles and
the current commitment of states and international organisations, at least formally, to combat racism and racial
discrimination.
2) Policy debate and proposals
POLITICS will engage with the transformation of social science to ‘an activity done in public for the public’
(Flybvjerg 2001) and the elaboration of ‘rearguard theories’ that ‘can only validate themselves by their
practical results’ (Santos 2014). In this case, research will contribute to clarifying the political context where
different understandings of anti-racism emerge and their effect on the success of collective struggles. The
project will invest in policy debates and outreach publications and resources that bring about specific proposals

for policy change, foregrounding the views of grassroots organisations. More specifically, the project will
impact on three key areas in the fight against inequality and discrimination:
  a) Curriculum change and innovation in higher education: analysis and discussions with lecturers,
  researchers, students and grassroots organisations will identify structural aspects of the curricula and the
  reading materials that need to be changed or improved in order to provide a more critical understanding of
  race and racism. Reflection on teaching and learning experiences will impact towards positive change
  concerning the debate of controversial and sensitive issues.
  b) Racist policing and criminalisation: research will propose specific measures for changing everyday
  practices of policing and racial profiling, building on the experiences and political struggles of grassroots
  associations. Research will impact on the evaluation of existing legal frameworks and its understanding of
  the notion of institutional racism.
  c) Media representations: the study will increase awareness of the everyday circulation and consumption of
  racist discourse in the media and on the effects of racist representation and speech. Debates will inform on
  specific changes regarding the accountability of public and private media and the existing civil and penal
  legislation (e.g. hate speech).
3) Training
The project’s commitment to training young researchers through the completion of PhD degrees will impact
early career development in the study of racism and race critical theories. This area is still marginal at the
European universities and in particular in Portugal. Other training activities (summer courses and advanced
courses) will impact on wider audiences, contributing to an increase in awareness of racism and discrimination.

Commitment of the host institution for ERC Calls 2016

The Centre for Social Studies (CES) which is the applicant legal entity, confirms its intention

to sign a

supplementary agreement with Silvia Rodriguez Maeso in which the obligations

listed below will be addressed should the proposal entitled “POLITICS - The politics of anti-
racism in Europe and Latin America: knowledge production, decision-making and
collective struggles” be retained.

Performance obligations of the applicant legal entity that will become the beneficiary of the

H2020 ERC Grant Agreement (hereafter referred to as the Agreement), should the proposal be

retained and the preparation of the Agreement be successfully concluded:

The applicant legal entity commits itself to hosting [and engaging] the principal investigator

for the duration of the grant to:

ensure that the work will be performed under the scientific guidance of the principal
investigator who is expected to devote: in the case of a Consolidator Grant at least
40% of her/his total working time to the ERC-funded project (action) and spend at
least 50% of her/his total working time in an EU Member State or associated country;
carry out the work to be performed, as it will be identified in Annex 1 of the
Agreement, taking into consideration the specific role of the principal investigator,
enter — before signature ofthe Agreement — into a ‘supplementary agreement’ with
the principal investigator, that specifies the obligation of the applicant legal entity to
meet its obligations under the Agreement;

provide the principal investigator with a copy of the signed Agreement;

guarantee the principal investigator's scientific independence, in particular for the:

i) use ofthe budget to achieve the scientific objectives;

ii) authority to publish as senior author and invite as co-authors those who have
contributed substantially to the work;

iii) preparation of scientific reports for the project (action);

iv) selection and supervision of the other team members (hosted [and engaged] by
the applicant legal entity or other legal entities), in line with the profiles needed
to conduct the research and in accordance with the applicant legal entity’s usual
management practices;

v) possibility to apply independently for funding;

vi) access to appropriate space and facilities for conducting the research;

f)} provide — during the implementation of the project (action) — research support to
the principal investigator and the team members (regarding infrastructure, equipment,
access rights, products and other services necessary for conducting the research);

g) support the principal investigator and provide administrative assistance, in particular
for the:

vii) general management of the work and her team

vili)scientific reporting, especially ensuring that the team members send their
scientific results to the principal investigator;

ix) financial reporting, especially providing timely and clear financial information;

x) application ofthe applicant legal entity’s usual management practices;

xi) general logistics ofthe project (action);

xii) access to the electronic exchange system (see Article 52 ofthe Agreement);

h) inform the principal investigator immediately (in writing) of any events or
circumstances likely to affect the Agreement (see Article 17 ofthe Agreement);

i) ensure that the principal investigator enjoys adequate:

xili)conditions for annual, sickness and parental leave;
xiv)occupational health and safety standards;
xv) insurance under the general social security scheme, such as pension rights;

J) allow the transfer ofthe Agreement to a new beneficiary (“portability’; see Article 56a
ofthe Agreement).

k) take all measures to implement the principles set out in the Commission
Recommendation on the European Charter for Researchers and the Code of Conduct
