AUSWIRKUNG DER NORD STREAM 2 PIPELINE AUF DEN EUROPÄISCHEN
GASMARKT
Gazprom export ist zugleich Eigentümer der Gasmengen, die über die Nord
Stream 2 transportiert werden. Unabhängig davon, ob der deutsche
Pipeline-Abschnitt reguliert wird oder nicht, werden über Nord Stream 2
ausschließlich Gasmengen im Eigentum von Gazprom export transportiert.
Eine Freistellung hat also keinen Einfluss darauf, welche Produzenten den
Markt über die Nord Stream 2 beliefern können und kann daher schon rein
logisch keine negative Auswirkungen auf den Wettbewerb haben.
Im Gegensatz könnte die Integration des deutschen Teilstücks der Nord
Stream 2 Pipeline im Rahmen einer Regulierung von Nord Stream 2 allerdings
zu erhöhten Netznutzungstarifen an allen Grenzübergangspunkten nach
Deutschland führen, wodurch Marktintegration und Wettbewerb im
europäischen Gasmarkt tendenziell geschwächt werden könnten.
Keine Beeinträchtigung der Versorgungssicherheit durch eine
Freistellung von der Regulierung: Eine Freistellung von der Regulierung
würde weder die grundsätzliche Verfügbarkeit von Nord Stream 2 als
lrnportpipeline, noch die von Gazprom export anvisierte langfristige Nutzung
der Pipeline zur Versorgung des europäischen Marktes beeinflussen. Es
besteht daher keine Beeinträchtigung der Versorgungssicherheit durch eine
Freistellung der Nord Stream 2 von der Regulierung
Da die Freistellung der Nord Stream 2 von der Regulierung keine nachteilige
Auswirkung auf den Wettbewerb, das effektive Funktionieren des EU-
Erdgasbinnenmarktes oder die Versorgungssicherheit hat, sind auch keine
Nebenbestimmungen erforderlich, um potenzielle negative Effekte einer
Freistellung von Nord Stream 2 zu verhindern.
