Authority for This Rulemaking

     Title 49 of the United States Code specifies the FAA's authority to issue rules on aviation safety.
Subtitle I, section 106, describes the authority of the FAA Administrator. Subtitle VII: Aviation
Programs, describes in more detail the scope of the Agency's authority.
     We are issuing this rulemaking under the authority described in Subtitle VII, Part A, Subpart III,
Section 44701: ''General requirements.'' Under that section, Congress charges the FAA with
promoting safe flight of civil aircraft in air commerce by prescribing regulations for practices,
methods, and procedures the Administrator finds necessary for safety in air commerce. This
regulation is within the scope of that authority because it addresses an unsafe condition that is likely
to exist or develop on products identified in this rulemaking action.

Regulatory Findings

     This AD will not have federalism implications under Executive Order 13132. This AD will not
have a substantial direct effect on the States, on the relationship between the national government and
the States, or on the distribution of power and responsibilities among the various levels of
government.
     For the reasons discussed above, I certify that this AD:
     (1) Is not a ''significant regulatory action'' under Executive Order 12866;
     (2) Is not a ''significant rule'' under DOT Regulatory Policies and Procedures (44 FR 11034,
February 26, 1979);
     (3) Will not affect intrastate aviation in Alaska to the extent that it justifies making a regulatory
distinction; and
     (4) Will not have a significant economic impact, positive or negative, on a substantial number of
small entities under the criteria of the Regulatory Flexibility Act.
     We prepared an economic evaluation of the estimated costs to comply with this AD and placed it
in the AD docket.

Adoption of the Amendment

     Accordingly, under the authority delegated to me by the Administrator, the FAA amends 14 CFR
part 39 as follows:

PART 39–AIRWORTHINESS DIRECTIVES

2013-05-15 Robinson Helicopter Company: Amendment 39-17387; Docket No. FAA-2012-1088;
Directorate Identifier 2012-SW-005-AD.

(a) Applicability

    This AD applies to Robinson Helicopter Company (Robinson) Model R44 and R44 II helicopters
with emergency floats equipped with an inflation valve assembly, part number (P/N) D757-1, not
engraved with ''D758-4'' or modified with modification B900-8, and containing a housing assembly,
P/N D758-1, Revision C or prior, certificated in any category.

(b) Unsafe Condition

    This AD defines the unsafe condition as binding of the needle within the float inflation valve
assembly, which has resulted in the emergency floats failing to inflate.

(c) Effective Date

    This AD becomes effective April 30, 2013.

(d) Compliance

   You are responsible for performing each action required by this AD within the specified
compliance time unless it has already been accomplished prior to that time.

(e) Required Actions

    Within 1 year or 500 hours time-in-service (TIS), whichever occurs first, replace the inflation
valve assembly with an airworthy inflation valve assembly, P/N D757-1R.

(f) Alternative Methods of Compliance (AMOCs)

     (1) The Manager, Los Angeles Aircraft Certification Office, FAA, may approve AMOCs for this

     (2) For operations conducted under a 14 CFR part 119 operating certificate or under 14 CFR part
91, subpart K, we suggest that you notify your principal inspector, or lacking a principal inspector,
the manager of the local flight standards district office or certificate holding district office before
operating any aircraft complying with this AD through an AMOC.

(g) Additional Information

     Robinson R44 Service Bulletin SB-80, dated September 7, 2011, which is not incorporated by
reference, contains additional information about the subject of this AD. For service information

Maßnahmen und Fristen:
Detaillierte Informationen über die durchzuführenden Maßnahmen sind der genannten EASA Airworthiness
Directive und der genannten technischen Mitteilung des Herstellers zu entnehmen. Alle erforderlichen Maßnahmen
zur Abstellung des technischen Mangels müssen ordnungsgemäß, vollständig und innerhalb der vorgesehenen
Fristen auf Basis der genannten Bezugsdokumente durchgeführt werden. Alle Abweichungen von den Maßnahmen
und Fristen dieser Lufttüchtigkeitsanweisung bedürfen der vorherigen Zustimmung durch das Luftfahrt-Bundesamt.

Alle anzuwendenden Fristen sind der genannten EASA Airworthiness Directive zu entnehmen. Die Laufzeit aller
anzuwendenden Fristen beginnt mit dem Datum der Inkraftsetzung der genannten EASA Airworthiness Directive.
Diese Lufttüchtigkeitsanweisung entspricht hinsichtlich der durchzuführenden Maßnahmen und Fristen der
EASA AD 2013-0096 vom 18.04.2013.

Hinweis: Die Anwendung von nachfolgenden Ausgaben bzw. Revisionsständen der genannten zugehörigen technischen Dokumente ist zulässig, wenn dies nach

Rolls-Royce Trent 1000 Alert Non-Modification Service Bulletin 72-AH260 vom 26.03.2013

Die sofortige Vollziehung dieses Bescheides wird gemäß § 80 Absatz 2 Satz 1 Nr. 4 der Verwaltungsgerichtsordnung (VwGO) angeordnet.

Begründung
Durch die vorgenannten Mängel ist die Lufttüchtigkeit des Luftfahrtgerätes derart beeinträchtigt, dass es nach Ablauf der genannten Fristen nur in Betrieb genom-
men werden darf, wenn die angeordneten Maßnahmen ordnungsgemäß durchgeführt worden sind. Im Interesse der Sicherheit des Luftverkehrs, das in diesem Fall
das Interesse des Adressaten am Aufschub der angeordneten Maßnahmen überwiegt, ist es erforderlich, die sofortige Vollziehung dieser Lufttüchtigkeitsanweisung
anzuordnen.
Rechtsbehelfsbelehrung:
Gegen diese Verfügung kann innerhalb eines Monats nach Bekanntgabe Widerspruch eingelegt werden. Der Widerspruch ist schriftlich oder zur Niederschrift beim
Luftfahrt-Bundesamt, Hermann-Blenk-Str. 26, 38108 Braunschweig einzulegen. Ein eventueller Widerspruch hat keine aufschiebende Wirkung. Das Verwaltungsge-
richt Braunschweig, Am Wendentor 7, 38100 Braunschweig, kann auf Antrag nach § 80 Abs. 5 VwGO die aufschiebende Wirkung jedoch ganz oder teilweise wie-
derherstellen bzw. anordnen.

                                        Note: This Airworthiness Directive (AD) is issued by EASA, acting in accordance with Regulation
                                        (EC) No 216/2008 on behalf of the European Community, its Member States and of the
                                        European third countries that participate in the activities of EASA under Article 66 of that
                                        Regulation.

 This AD is issued in accordance with EU 748/2012, Part 21.A.3B. In accordance with EC 2042/2003 Annex I, Part M.A.301, the
 continuing airworthiness of an aircraft shall be ensured by accomplishing any applicable ADs. Consequently, no person may operate an
 aircraft to which an AD applies, except in accordance with the requirements of that AD, unless otherwise specified by the Agency [EC
 2042/2003 Annex I, Part M.A.303] or agreed with the Authority of the State of Registry [EC 216/2008, Article 14(4) exemption].

     Manufacturer(s):                Rolls-Royce plc

     Applicability:                 Trent 1000-A, Trent 1000-C, Trent 1000-D, Trent 1000-E, Trent 1000-G and
                                    Trent 1000-H engines, all serial numbers.
                                    These engines are known to be installed on, but not limited to, Boeing 787
                                    series aeroplanes.

     Reason:                        During overhaul and on-wing inspections, Intermediate Pressure Turbine (IPT)
                                    blades Part Number (P/N) FW63838 have been found with missing rear seal
                                    fins. Release of an IPT blade rear seal fin may result in downstream, secondary
                                    damage, potentially accompanied with engine power loss.
                                    This condition, if not detected and corrected, could lead to an in-flight shut-
                                    down resulting in reduced control to the aeroplane.
                                    For the reasons described above, this AD requires repetitive borescope
                                    inspections and, depending on findings, removal from service of the engine.
                                    This AD is considered an interim action, pending the development of a
                                    modification that will enhance the capability of the engine to sustain non-
                                    uniform loads, which is expected to be terminating action for the repetitive
                                    inspections as required by this AD.

     Required Action(s)             Required as indicated, unless accomplished previously:
     and Compliance
                                    (1) For all engines fitted with P/N FW63838 IPT blades, before exceeding 450
     Time(s):
                                        flight cycles (FC) since new, and, thereafter, at intervals not to exceed 200
                                        FC, accomplish an on-wing borescope inspection in accordance with the
                                        instructions of Section 3 of Rolls-Royce Non-Modification Service Bulletin
                                        (NMSB) TRENT 1000 72-AH260 (hereafter referred to as the NMSB).
                                    (2) From the effective date of this AD, each time the engine is inducted into an
                                        engine shop, accomplish a borescope inspection in accordance with the
                                        instructions of Section 3 of the NMSB.
                                    Note: Accomplishment of an in shop inspection as required by paragraph (2) of
                                    this AD is acceptable in lieu of an on-wing borescope inspection as required by
                                    paragraph (1) of this AD.
                                    (3) If, during any inspection as required by paragraph (1) or (2) of this AD, two
                                        or more IPT blade rear seal fins are found broken or missing, or damage
                                        on the rear of an IPT blade or on the front of a Stage 1 low pressure
                                        turbine blade is found, outside the applicable limits as specified in the
                                        relevant Aircraft Maintenance Manual tasks referenced in Section 3 of the
                                        NMSB, the engine must be removed from service.
                                    (4) From the effective date, installation of P/N FW63838 IPT blades on an
                                        engine is allowed, provided that, following installation, the engine is
                                        inspected as required by this AD.

     Ref. Publications:             Rolls-Royce Trent 1000 NMSB 72-AH260, Initial Issue dated 26 March 2013.
                                    The use of later approved revisions of this document is acceptable for
                                    compliance with the requirements of this AD.

      Remarks:                      1. If requested and appropriately substantiated, EASA can approve
                                       Alternative Methods of Compliance for this AD.
                                    2. Based on the required actions and the compliance time, EASA have
                                       decided to issue a Final AD with Request for Comments, postponing the
                                       public consultation process until after publication.

Airworthiness Directives; The Boeing Company Airplanes

AGENCY: Federal Aviation Administration (FAA), DOT.

ACTION: Final rule.

SUMMARY: We are adopting a new airworthiness directive (AD) for certain The Boeing Company
Model 777 airplanes. This AD was prompted by reports that escape slides/rafts did not deploy due to
galvanic corrosion of the door-mounted slide/raft packboard release mechanisms. This AD requires
doing a general visual inspection of the housing assembly of the packboard release mechanism to
determine if its surface treatment has been sealed, and if the surface of the housing assembly is
unsealed, replacing the housing assembly with a new or serviceable housing assembly. We are
issuing this AD to detect and correct corrosion of the packboard release mechanisms, which could
interfere with escape slide/raft deployment, prohibit doors from opening in the armed mode, and
cause consequent delay and injury during evacuation of passengers and crew from the cabin in the
event of an emergency.

DATES: This AD is effective May 3, 2013.
    The Director of the Federal Register approved the incorporation by reference of a certain
publication listed in the AD as of May 3, 2013.

SUPPLEMENTARY INFORMATION:

Discussion

     We issued a notice of proposed rulemaking (NPRM) to amend 14 CFR part 39 to include an AD
that would apply to the specified products. That NPRM published in the Federal Register on January
19, 2012 (77 FR 2666). That NPRM proposed to require doing a general visual inspection of the
housing assembly of the packboard release mechanism to determine if its surface treatment has been
sealed, and if unsealed, replacing the housing assembly with a new or serviceable housing assembly.

Comments

     We gave the public the opportunity to participate in developing this AD. The following presents
the comments received on the proposal (77 FR 2666, January 19, 2012), and the FAA's response to
each comment. Boeing supported the NPRM. American Airlines stated that it has incorporated the
requirements of the NPRM into its maintenance program and will continue to do so. United Airlines
(United) did not object to the proposed compliance time.

Request To Allow Verification of Stencil

     United requested that we revise the NPRM (77 FR 2666, January 19, 2012) to provide
instructions for inspecting for the accomplishment of Air Cruisers Service Bulletin 777 107-25-30,
dated September 30, 2010, by verifying the stencil of the ''Inspected and/or Mod per S.B. 777 107-25-
30'' on the girt assembly and upper lacing cover. United also requested that we revise the NPRM to
permit operators to demonstrate compliance by means of a technical records review for the
accomplishment of Air Cruisers Service Bulletin 777 107-25-30, dated September 30, 2010.
     We agree because, if the modification has been accomplished before the issuance of the AD,
there is no need to duplicate it. We have revised paragraph (g) of this final rule to specify only
slides/rafts that have not been modified using Air Cruisers Service Bulletin 777 107-25-30, dated
September 30, 2010, require the replacement of the housing assembly. We also have added a new
paragraph (h) to this final rule (and re-identified subsequent paragraphs accordingly) to state that
verifying the stencil or a review of technical or maintenance records is acceptable for determining if
the modification has been accomplished.

Request To Revise Service Information

    Delta Airlines (Delta) requested that we revise the NPRM (77 FR 2666, January 19, 2012) to
provide instructions stating how to inspect for discrepant unsealed components. Delta stated that the

instructions are referenced within a note in Air Cruisers Service Bulletin 777 107-25-30, dated
September 30, 2010. (Boeing Special Attention Service Bulletin 777-25-0507, dated June 30, 2011,

slide/raft packboard release mechanism.) Delta stated that it is not recommended to have important
instructions listed only within a note.
     We disagree with the commenter's request to revise the AD to provide inspection instructions.
We reference the Air Cruisers Service Bulletin as an additional source of guidance for accomplishing
the actions. To delay this AD so manufacturer service information could be revised would be
inappropriate, in light of the identified unsafe condition. We have not changed the AD in this regard.

Request To Extend Compliance Time

     Delta expressed concern that the 42-month compliance time would be difficult to meet if
replacement part kits were not available upon the issuance of the AD. We infer from this comment
that Delta is requesting that the 42-month compliance time be extended to allow the part supplier
adequate time to make part kits available.
     We disagree with the request to extend the compliance time because we have confirmed that the
supplier has prepared to have parts available and also to support the compliance time of the AD. If
adequate parts are not available as planned approaching the end of the compliance period, paragraph
(j) of this AD provides operators the opportunity to request approval of an alternative compliance
time if data are presented that prove that the alternative compliance time will provide an acceptable
level of safety. We have not changed this AD regarding this issue.

Request To Provide Credit for Previous Actions

     United requested that we allow credit for work done prior to the effective date of the AD using
Air Cruisers Service Bulletin 777 107-25-30, dated September 30, 2010, since Air Cruisers Service
Bulletin 777 107-25-30 is now at Revision 1.
     We find that no change is necessary because this AD requires that actions be done in accordance
with the Accomplishment Instructions of Boeing Special Attention Service Bulletin 777-25-0507,
dated June 30, 2011, which references Air Cruisers Service Bulletin 777 107-25-30, dated September
30, 2010, as an additional source of guidance for inspecting and installing a new housing assembly of
the door-mounted slide/raft packboard release mechanism. Boeing has not revised its service bulletin
and, therefore, this AD references the original issue of Air Cruisers Service Bulletin 777 107-25-30,
dated September 30, 2010. We have not changed this AD in this regard.

Explanation of Change Made to This Final Rule

    We have changed Note 1 to paragraph (g) of the NPRM (77 FR 2666, January 19, 2012), which
defined a general visual inspection, to new paragraph (i) in the regulatory text of this AD, and re-
identified subsequent paragraphs and notes accordingly.

Conclusion

     We reviewed the relevant data, considered the comments received, and determined that air safety
and the public interest require adopting the AD with the changes described previously–and minor
editorial changes. We have determined that these minor changes:
    • Are consistent with the intent that was proposed in the NPRM (77 FR 2666, January 19,
        2012) for correcting the unsafe condition; and
    • Do not add any additional burden upon the public than was already proposed in the NPRM
        (77 FR 2666, January 19, 2012).
