Who can file requests?

All citizens and residents of the European Union can request documents from EU institutions.

However, institutions can make an exception to this rule if they wish to, on a case by case basis. If you are not a citizen or a resident of the EU, we suggest you try to file your request anyway. You can make reference to Article 2(2) of the EU FOI law, which states:

„The institutions may, subject to the same principles, conditions and limits, grant access to documents to any natural or legal person not residing or not having its registered office in a Member State.“
