Consultation Strategy for the Impact Assessment

Request to: Generaldirektion Umwelt

Dear DG Environment,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting:

- All documents regarding the European Commission’s Consultation Strategy for the Impact Assessment on the revision of the lists of pollutants affecting surface and ground-waters and the corresponding regulatory standards in the Environmental Quality Standards, Groundwater and Water Framework Directives. [1]

This includes, but is not limited to:

1. All documents regarding the existing consultation structures under the Water Framework Directives - Common Implementation Strategy.
a) This includes, for all normal Common Implementation Strategy Meetings; all Water Directors meetings; all Strategic Coordination (expert) Group meetings; al WG Chemicals meetings; all WG Groundwater meetings; all WG Ecostat meetings; all WG Data and Information Sharing meetings held regarding, mentioning or in order to carry out consultation-related purposes:
- the agenda of all meetings;
- a list of all attendees, including job title and name of the agency, governmental body, European institution or organisation each attendee represents;
- all summaries, minutes, notes, or record-keeping of any kind reflecting the course of and discussions at the meetings; and
- all documents such as briefings, reports, notes or analyses of any kind produced as an outcome of these meetings.

2. All documents regarding any and all consultation activities with EU Member States and their national, regional and local authorities.
a) This includes, for all dedicated (combined) workshops:
- the agenda of all workshops;
- a list of all attendees, including job title and name of the agency, governmental body, European institution or organisation each attendee represents;
- all presentations used or shown during the course of these workshops;
- all summaries, minutes, notes, or record-keeping of any kind reflecting the course of and discussions at the workshops; and
- all documents such as briefings, reports, notes or analyses of any kind produced as an outcome of these workshops.
b) This also includes any and all documents regarding any other consultation activity conducted instead of or in addition to these workshops, such as (but not limited to) any assessments, analysis, reports or evaluations received from this stakeholder.

3. All documents regarding any and all consultation activities with Non-Governmental Organisations and citizens’ initiatives.
a) This includes, for all dedicated (combined) workshops:
- the agenda of all workshops;
- a list of all attendees, including job title and name of the agency, governmental body, European institution or organisation each attendee represents;
- all presentations used or shown during the course of these workshops;
- all summaries, minutes, notes, or record-keeping of any kind reflecting the course of and discussions at the workshops; and
- all documents such as briefings, reports, notes or analyses of any kind produced as an outcome of these workshops.
b) This also includes any and all documents regarding any other consultation activity conducted instead of or in addition to these workshops, such as (but not limited to) any assessments, analysis, reports or evaluations received from this stakeholder.

4. All documents regarding any and all consultation activities with international organisations relevant to the Directives.
a) This includes, for all dedicated (combined) workshops:
- the agenda of all workshops;
- a list of all attendees, including job title and name of the agency, governmental body, European institution or organisation each attendee represents;
- all presentations used or shown during the course of these workshops;
- all summaries, minutes, notes, or record-keeping of any kind reflecting the course of and discussions at the workshops; and
- all documents such as briefings, reports, notes or analyses of any kind produced as an outcome of these workshops.
b) This also includes any and all documents regarding any other consultation activity conducted instead of or in addition to these workshops, such as (but not limited to) any assessments, analysis, reports or evaluations received from this stakeholder.

5. All documents regarding any and all consultation activities with academia, research and innovation organisations and institutes.
a) This includes, for all dedicated (combined) workshops:
- the agenda of all workshops;
- a list of all attendees, including job title and name of the agency, governmental body, European institution or organisation each attendee represents;
- all presentations used or shown during the course of these workshops;
- all summaries, minutes, notes, or record-keeping of any kind reflecting the course of and discussions at the workshops; and
- all documents such as briefings, reports, notes or analyses of any kind produced as an outcome of these workshops.
b) This also includes any and all documents regarding any other consultation activity conducted instead of or in addition to these workshops, such as (but not limited to) any assessments, analysis, reports or evaluations received from this stakeholder.

6. All documents regarding any and all consultation activities with citizens.
a) This includes, for all dedicated (combined) workshops:
the agenda of all workshops;
- a list of all attendees, including job title and name of the agency, governmental body, European institution or organisation each attendee represents;
- all presentations used or shown during the course of these workshops;
- all summaries, minutes, notes, or record-keeping of any kind reflecting the course of and discussions at the workshops; and
- all documents such as briefings, reports, notes or analyses of any kind produced as an outcome of these workshops.
b) This also includes any and all documents regarding any other consultation activity conducted instead of or in addition to these workshops, such as (but not limited to) any assessments, analysis, reports or evaluations received from this stakeholder.
