The proposed national contribution “calculated on the amount of non-recycled plastic packaging waste,” as it stands today could create negative effects on circular economy for plastics and the Green Deal. In order to obtain this new resource, Member States could tax landfilling or incineration of non-recycled plastics packaging. Even though, we support the reductions of waste send to landfill and incineration, in case of this specific proposal plastics recyclers could be the main contributors to this tax. This is due to the fact that plastics recyclers receive sorted waste (recyclable and non-recyclable waste) which have a yield ranging from 45% to 90%. Consequently, they discard substantial amounts of non- recyclable materials that cannot be recycled. Today, recyclers are already covering costs for disposal of these non-recyclable materials and are net contributors to the waste management of plastics. An extra tax on non-recyclables would put additional risk to the fragile competitiveness of recycled plastics and recycling sector (ref. letter of the 24/05/2020). Furthermore, this tax would imply that the plastics recyclers would bear a substantial burden for making plastics circular even though recyclers supply less than 10% of the plastics demand in Europe (roughly 5 Mt out of 51 Mt of plastics demand in Europe).
