Ares(2021)4272041 Ares(2021)6044578 - 30/06/2021 05/10/2021 J-ll'IIAL Canada-EU Comprehensive Economic and Trade Agreement- Art 25.4 Bilateral Dialogue on Raw Materials Agenda- November 16, 2018 Albert Borschette Congress Center Congress Center, Room 0003/4 Rue Froissart 36- Brussels BRIEFING Opening remarks and Policy Priorities Chairman- GOVERNMENT SESSION 09:00 - 11:00 Opening Remarks and Policy Priorities 09:00 - 09:10   Welcome ► You use 5 minutes to say a few welcoming words and give the floor to         to say a few welcoming words (5 minutes) Speaking points -   Welcome to the first meeting of the EU-Canada Bilateral Dialogue on Raw Materials, which materialises the implementation of the Art. 25.4 of the Comprehensive Economic and Trade Agreement; -   This meeting of the dialogue between the EU and Canada is the first one in this format but it doesn't represent a starting point on raw materials cooperation between the EU and Canada, as we have a long standing cooperation, -   The dialogue in this new format benefited a lot from the recent Partnership Instrument project EU-Canada Mineral Cooperation we implemented from January 2018 to June this year; -   Actually this project gave us a good picture of the state of play of the cooperation between the EU and Canada on the extractive industries and promoted a stakeholders mobilisation and engagement;

FINAL - Even more important, it supported us to plan and set-up this dialogue and to select the priority areas for cooperation, which we will discuss over the day; - In addition it became clear for us that this dialogue would strongly benefit from the participation of the EU Member States and the Canadian Provinces and Territories and also from a direct interaction with the stakeholders; - That is why we invited the Member States and the Provinces and Territories to be part of the Government session and we have a Government and Stakeholders session in the afternoon, - I expect this meeting to be the first of a fruitful dialogue. 09:10 – 09:30 EU priorities and the EU policy and regulatory environment , Head of Unit, Resource Efficiency and Raw Materials, European Commission 09:30 – 09:50 Canadian priorities and the Canadian policy and regulatory environment , Director, International Affairs and Trade Division, Lands and Minerals Sector, Natural Resources Canada 09:50 –10:40  EU Member State and Canadian sub-national government representatives – Tour de table    13 MS are attending the meeting (please see the participants list). Poland and Ireland have two representatives. Only one Canadian province is in the room (Government of Quebec). Government of Ontario will join the meeting by phone at 13:45.    Invite the MS and the Canadian provinces to take the floor for 3 minutes to introduce themselves and to say what expectations they have for this dialogue. Suggestion: use alphabetic order for MS.    We asked in advance to MS to be prepare themselves for this short statement and encouraged them to participate in the Q&A and discussions periods. 10:40 – 11:00 Q&A

How can it contribute to the policy priorities? - What benefits could the Canadian and EU mining jurisdictions get from an exchange of information on the regulatory environment for mining? - Should both jurisdictions engage on an exchange of good practices on regulation?
