COMMISSION DECISION of 13.11.2020 approving the working arrangement between the European Border and Coast Guard Agency and Operation EUNAVFOR MED IRINI THE EUROPEAN COMMISSION, Having regard to the Treaty on the Functioning of the European Union, Having regard to Regulation (EU) 2019/1896 of the European Parliament and of the Council of 13 November 2019 on the European Border and Coast Guard and repealing 1 Regulations (EU) No 1052/2013 and (EU) 2016/1624 (‘Regulation (EU) 2019/1896’) , and in particular Article 68, paragraph 2. Whereas: (1)     Article 68, paragraph 1, second subparagraph, point (j) of Regulation (EU) 2019/1896 states that the European Border and Coast Guard Agency (‘the Agency’) shall cooperate with CSDP missions and operations, with a view to ensuring the promotion of European integrated border management and situational awareness and risk analysis. (2)     Article 10, paragraph 3, of Council Decision (CFSP) 2020/472 of 31 March 2020 on a 2 European Union military operation in the Mediterranean (EUNAVFOR MED IRINI) provides that EUNAVFOR MED IRINI shall, as appropriate, conclude arrangements with other Union agencies and bodies, in particular Frontex. (3)     The European External Action Service and Frontex have exchanged letters on 27 November 2014 and 26 January 2015 on enhancement of their cooperation. (4)     A permanent cooperation framework must be established between the Agency and operation EUNAVFOR MED IRINI, duly reflecting the operation’s mission and the mandate of the Agency. (5)     The purpose of this Decision is to approve the working arrangement between the Agency and EUNAVFOR MED IRINI. (6)     The working arrangement limits the scope of cooperation to the promotion of European integrated border management standards and situational awareness and risk analysis. It further sets out the forms of that cooperation and the modalities for the exchange of information, provides for points of contacts and regulates the issue of expenses. (7)     The cooperation envisaged in the working arrangement should ultimately contribute with aerial, satellite and maritime assets to the implementation of the United Nations arms embargo on Libya.
