DRAFT PMG RECOMMENDATIONS ON THE EU TRAINING MISSION SOMALIA – POSSIBLE FOLLOW-UP OPTIONS I. INTRODUCTION 1. On 27 May, the PSC invited the Political Military Group (PMG) to provide recommendations on the options paper “Possible follow-up options for EUTM Somalia” on the basis of the PSC discussion and conclusions, and with a view to the PSC of 10 June 1. 2. In its conclusions, the PSC invited the mission commander “to conduct planning, without prejudice to a future political decision on which option to implement, on the options paper with an emphasis on continuing the training and/or refocusing the mandate as outlined in the paper, not least with regard to supporting the development of the Somali command and control structure”. II. CONSIDERATIONS General assessment 3. The PMG subscribes to the assessment that the training has so far been successfully delivered. 4. The PMG notes that the first intake of EUTM-trained soldiers have been integrated into Somali units under AMISOM mentoring, and are now deployed in different positions in Mogadishu. Initial feedback from the EU's partners in theatre about the operational effectiveness of the EUTM-trained soldiers indicates a positive first evaluation. 5. The PMG particularly welcomes the close cooperation on EUTM that has been established with partners, including the UN/UNPOS, the AU, AMISOM and IGAD, and the TFG, the US and Uganda. The PMG notes the requests by partners (including the letters by the TFG and the US) for the EU to continue its efforts towards the development of the Somali security 1 COREU CFSP/SEC/0430/11 11429/11 TR/ils 2 TEFS LIMITE EN
sector by strengthening the Somali security forces. The PMG considers that EUTM is contributing to the EU's visibility in the Horn of Africa, and has had a mobilizing effect on related initiatives, not least the international community's work on the accompanying measures. Future options 6. The PMG notes that a political decision still needs to be taken on which option in the paper will be implemented, while noting that option 3 will require the most intensive planning work. 7. On option 3, the PMG considers the initial orientations in the options paper to be a good basis for further planning, i.e. establishing a new mandate focused on (1) the training of junior officers and NCOs, (2) of specialists and (3) of trainers, and (4) the possibility to extend training activities to other levels of command as part of an effort to increase the number of trained officers. The PMG considers that implementing this option would contribute to developing the Somali command and control structure and capacities, the enhancement of which is a crucial challenge to achieve sustainable effect. 8. The PMG notes that option 3 also provides for supporting the training provided by Uganda. The PMG considers it important to retain the possibility to support basic training, especially with a view to enhancing the local capacity to provide training. 9. The PMG notes that future activity needs to take into account the reinforcement of African ownership and consultations with and initiatives by other partners. 10. The PMG notes possible timing constraints and considers that further planning should examine issues related to operational continuity and suggest solutions as necessary. 11. While recognising that good progress has been achieved on the accompanying measures, the PMG considers that these need to remain a major point of attention, including in terms of ensuring their overall sustainability. On particular measures, the PMG highlights the need for continued attention to the funding of salaries, infrastructure needs, and re-integration training. 11429/11 TR/ils 3 TEFS LIMITE EN
12. The PMG considers that the monitoring of the re-integration of the trainees and the impact of their deployment should remain key elements of future EU action. 13. The PMG also considers that further planning needs to continue to take into account an assessment of needs, particularly the ongoing UNPOS work, to integrate lessons-learned, and to take into account and/or clarify the following aspects: – the selection mechanism (by partners), including profiling, for the officers to be trained; – a possible adaptation of the payment mechanism to differentiate between levels of command; – reinforcing the partnership with Uganda on training the trainers; – options on how to monitor re-integration of trainees and the impact of their deployment; – an exit strategy for the mission; – issues of a budgetary nature, relating to the overall cost of the mission, and taking into account current budgetary constraints. Other considerations 14. The PMG considers that continuation of the mission, if so decided, needs to remain firmly embedded into the overall political approach of the EU to Somalia and the wider Horn of Africa. In that overall framework, potential further CSDP activity should aim at continuing to support the capacity-building of the Somali security forces. 15. The PMG also considers it important that the TFG increasingly takes charge of its responsibilities in the security sector domain and follows up on its commitment of adopting a national security strategy. 16. The PMG highlights the need for a continued effort to ensure proper treatment, in line with international human rights standards and in cooperation with partners, of current and future Somali trainees. 11429/11 TR/ils 4 TEFS LIMITE EN

The PMG highlights the need for the mission to remain operational up to the completion of the current mandate, including active support to the final cohesion phase in accordance with the mission plan. III. RECOMMENDATIONS 18. The PMG encourages further consultations by the CMPD with partners on follow-on options for EUTM Somalia, taking into account the considerations above. 19. The PMG recommends that PSC invite the CMPD to develop a draft CMC on option 3, taking into account PMG considerations, and retaining the possibility for the possible future mission to support basic training, especially with a view to enhancing the local capacity to provide training. 20. To avoid gaps between the current mission and a possible follow-up, the PMG recommends that a political decision on the future of the mission be taken immediately. The PMG also stresses the need, as appropriate, to designate as soon as possible a new Mission Commander in order to ensure a smooth handover. _______________ 11429/11 TR/ils 5 TEFS LIMITE EN
