The making of such bye-laws is a further measure designed to halt and reverse the deterioration of water quality in rivers, lakes. estuaries and coastal areas due to pollution by nutrients from agricultural sources, and gives further effect to the Nitrates, Dangerous Substances and Water Framework Directives. These local bye-laws also support implementation of national Irish Regulations in relation to water quality standards for phosphorus.
