Cut-off date of the report: Project Number: HOME/2020/AMIF/AG/EMAS/0127 Title of the action: METOIKOS – Construction of accommodation facilities METOIKOS in Samos, Kos and Leros islands Start and end date of the action: 01/09/2020 – 31/08/2021 1. Please explain how the overall situation has changed (not overall progress, only what has been achieved during the period covered). The need to create new facilities in Samos, Kos, Leros has increased due to the huge influx of migrants and refugees in Greece during the year of 2019 and the first months of 2020. In that context, the construction of the new facilities was considered as the most effective solution to an immediate decongestion of the islands. Through the creation of the new facilities, overcrowding of the existing centres will be prevented and the living conditions for asylum seekers will be improved. Regarding the COVID-19 pandemic the expansion of the accommodation facilities will create sufficient space for quarantine zones to maintain social distance and isolation. Quarantine areas will accommodate both new entrants and patients from existing populations. The action that includes the construction of new reception facilities in the islands of Samos, Kos, Leros was agreed to take place between September 2020 and August 2021, for a total budget of €121.374.372,06. As far as the procurement process is concerned, the Hellenic Ministry of Migration and Asylum has launched (TED EE/S S137, 17/07/2020, 335985-2020-EL) a restricted procedure, in accordance with the article 28, Law 4412/2016. Due to the case of urgency, the contracting authority decided to reduce the minimum timeframe for restricted procedures to 15 days for the receipt of requests to participate and 10 days for the receipt of tenders. The procurement procedure for the construction of the accommodation facilities in Samos, Kos and Leros islands was conducted on 2 stages (A and B) using the National Electronic Public Procurement System. -    Stage A: Pre-selection - Call for Expressions of Interest, open to all economic operators. It was published in two local newspapers of Samos and Kos as well as on the website of the Ministry of Migration and Asylum with a deadline for submission at 30/7/2020. Applications were submitted by the 5 largest Greek construction contractors. -    Stage B: Award-Invitation to submit bids. The tender evaluation committee recommended the pre-selection of three candidates. The invitation was sent to the three economic operators with deadline for submission of tenders 03/09/2020. The tender evaluation committee proceed to the evaluation of tenders for the appointment of the preferred bidder. The file concerning the procurement procedure was forwarded to the Court of Auditors in order to be checked. The Court of Auditors provided its approval, and a notification letter 1

sent to the Contractor “MYTILINEOS S.A.” in order to proceed with the signing of the contract. The
contract was signed on the 15th of October 2020.

During the present reporting period 01/09/2020 — 30/11/2020, besides the finalization of the tender
process, the mobilisation ofthe awarded contractor “MYTILINEOS SA GROUP” was completed and
the preparation of the implementation studies was initiated.
