Cut-off date of the report: 31/08/2021 Project Number: HOME/2020/AMIF/AG/EMAS/0127 Title of the action: METOIKOS -Integration of the national reception system —Construction of accommodation facilities METOIKOS in Samos, Kos, Leros, Chios and Lesvos islands Start and end date of the action: 01/09/2020 – 31/03/2022 1. Please explain how the overall situation has changed (not overall progress, only what has been achieved during the period covered). The action includes the construction of accommodation facilities METOIKOS in Samos, Kos, Leros, Chios and Lesvos islands, that was agreed to take place between September 2020 and March 2022, for a total budget of €276.373.033,82. MoMA requested on 09/09/2021 (Ares(2021)5870315) the Commission, to extend the deadline for the completion of the construction of Samos, Kos, Leros and amend the above-mentioned Grant Agreement in order to integrate changes in the project’s subject through the implementation of additional necessary works in conjunction with the modifications of other foreseen activities. For this Interim Progress Report, previously reported activities will be presented in summary. Concerning the present reporting period 01/05/2021 - 30/08/2021, the main activities that have been implemented by the awarded Contractor were: Photos from the accommodation facilities showing the various works are included in the present report as Appendix. As far as the procurement process for the construction of the accommodation facilities in Chios and Lesvos islands is concerned, the Hellenic Ministry of Migration and Asylum launched (TED EE/S S137, 02/06/2021275390-2021-EL) a restricted procedure, in accordance with the article 28, Law 4412/2016. 1

Agreement number: HOME/2020/AMIF/AG/EMAS/0127 The procurement procedure was conducted in 2 stages (A and B) using the National Electronic Public Procurement System. -   Stage A: Pre-selection - Call for Expressions of Interest (submission deadline at 14/06/2021), open to all economic operators. -   Stage B: Award-Invitation to submit bids. During the Stage A of the Tender, applications were submitted by the 5 biggest Greek construction contractors and 1 international company. The tender evaluation committee recommended the pre- selection of three candidates. The invitation was sent to the three economic operators with deadline for submission of initial offers 09/08/2021 and the deadline for the submission of final offers was 02/09/2021. The tender evaluation committee proceeded to the evaluation of the final offers for the appointment of the preferred bidder. The file concerning the procurement procedure was forwarded to the Court of Auditors in order to be checked. The file is under review. The Hellenic Ministry of Migration and Asylum’s Services has the responsibility of the overall management of the action while the Technical Service Directorate monitors the construction progress accordingly to the contractor’s contractual obligations so that the timely completion of the project is ensured. 2
