EU funding to Morocco and Spain

Dear Sir or Madam,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents containing the following information:

a) Any and all documents regarding and/or mentioning any and all funding provided by the European Commission to the Kingdom of Morocco since 2013 to date. In particular, I am interested in documents that state:
- the type and/or purpose of the funding (for instance, migration matters, development, etc)
- the date and timeframe for the receipt and execution of the funding
- the amount provided
- under which EU programme or budget is the funding being provided
- the intended use of the funding and any expected results or deliverables.

In particular, I am interested in funding for - or related to - the Nador/Melilla border, any other border control measure, border infrastructure and/or migration management purpose. Specifically, I am interested in documents that state:
- the type and/or purpose of the funding (for instance, migration matters, development, etc)
- the date and timeframe for the receipt and execution of the funding
- the amount provided
- under which EU programme or budget is the funding being provided
- the intended use of the funding and any expected results or deliverables.

Although you are requesting documents “*under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001*”, in your application you ask for “…*the funding provided by the European Commission to the Kingdom of Morocco since 2013*” and in particular “…*the type and/or purpose of the funding (for instance, migration matters, development, etc); the date and timeframe for the receipt and execution of the funding; the amount provided - under which EU programme or budget is the funding being provided; the intended use of the funding and any expected results or deliverables*”. We are of the opinion that your request would be better dealt as a **request for information** and could be transferred to the relevant department of DG NEAR. The main difference between request for information and request for access to documents is that in a request for information, which is handled by the unit in DG NEAR responsible for the concrete program/project you are asking for, Colleagues can reply and provide concrete information to your query. A request for information shall be handled under the Code of Good Administrative Behaviour ( https://ec.europa.eu/info/sites/default/files/code-of-good-administrative-behaviour_en.pdf ). Dear Ms Izuzquiza, Concerning your request for information on the European allocations to Morocco, the Commission has collected information concerning the bilateral allocations on the current and previous Multiannual financial framework. The new Neighbourhood, Development and International Cooperation Instrument (NDICI) frames the EU’s cooperation for the period 2021-2027. The instrument’s approach includes grant funding as well as blending grants with loans from European and International Financing Institutions. For the period 2021-2027, the EU’s bilateral assistance to Morocco under the NDICI instrument amounts to EUR 1.6 billion approximately. Allocations for 2021 and 2022 amount to EUR 240 million and EUR 241 respectively. Priority sectors supported in the 2021 and 2022 are the following: Sustainable and inclusive economies; green growth and climate action with a focus on energy transition; support to social sectors (social protection extension and higher education and research) and gender/women support as well as support to civil society and good governance. The European Neighbourhood Instrument (ENI) was the key EU financing instrument for bilateral cooperation in Morocco for the period 2014-2020. For this period, the EU’s bilateral assistance to Morocco under the ENI amounted to EUR 1.4 billion and focused on the following priority sectors: * Equitable access to social services; * Democratic governance, the rule of law and mobility; * Employment and sustainable and inclusive growth; * Enhanced capacity of civil society. Under the EU External Investment Plan and the blending mechanism of the Neighbourhood Investment Platform<https://neighbourhood-enlargement.ec.europa.eu/european-neighbourhood-policy/eipnip_en> (NIP), Morocco has benefited from over €11.5 billion of investment (EU grants of around €120 million between 2014-2020, leveraged by banks fundings) since 2007 for projects in the sectors of renewable energy, electrification, water, transport, urban development, and in support of Micro, Small and Medium Enterprises. EU grants increase the concessional nature of loans from International Financial Institution and absorb political and economic risks. Best regards,
