Dear Mr
Antragsteller/in,
Further to your request of 26 April 2019 to access documents related to open source applications and operating systems and proprietary applications and operating systems used at EFCA, please find below our response.
(1) Which open source applications and operating systems and which proprietary applications and operating systems are used in your agency?
Here I also ask for at least the following details:
a. Name of the open source applications
• LiquidFiles
• Moodle
• Drupal
b. Name of open source operating systems
• Red Hat Enterprise Linux
c. Name of proprietary applications
• ESRI ArcGIS Desktop
• Symantec Endpoint Protection
• Veeam backup
• Vmware vCenter server
• Zoho Manageengine Servicedesk
• Adobe Acrobat Pro
• Adobe Photoshop
• Adobe Premiere
• Print Manager
d. Name of the proprietary operating systems
• Microsoft Windows
• Microsoft Windows Server
• IOS
(2) For which tasks are these applications and operating systems used?
For daily office work and operations. For more info on the technological environment of EFCA you can consult the following document which is part of a call for tender. [
https://etendering.ted.europa.eu/cft/cf…
(3) What is the contribution of open source applications and operating systems over proprietary applications and operating systems?
We do not have information or calculations on the proportion. More information can be found on [
https://etendering.ted.europa.eu/cft/cf…
where the EFCA’s technological environment is described.
(4) What is the proportion of open standards and data formats?
We do not have information or calculations on the proportion. More information can be found on [
https://etendering.ted.europa.eu/cft/cf…
where the EFCA’s technological environment is described.
(5) What costs (broken down by acquisition cost and running costs) have arisen in the last three calendar years on the one hand for open source operating systems and applications, on the other hand for proprietary operating systems and applications?
We cannot break down the costs since it includes sensitive commercial information. Disclosure would undermine the protection of commercial interests of the service providers in accordance with article 4(2), first indent of Regulation 1049/2001. In particular, disclosure would distort competition between tenderers in future tender procedures.
Total running cost of open source licences during the last three years is around 95.000€. The acquisition cost of proprietary software for the same period is around 40.000€. The running costs for same period are around 580.000€.
(6) What additional costs, broken down by cost type, have arisen in the last three calendar years, in addition, for training, further education, support or the like, on the one hand in open source operating systems and applications, on the other hand in proprietary operating systems and applications?
The cost in support of open source versus propriety source is split 60-40 which is an approximate estimation. The total cost for support per year is around 350.000€. More info can be found in the annual report.
The total cost of training is less than 10.000€ for the last 3 years. The split is 20% for open source and 80% for the proprietary.
Sincerely,
