Request for information on Europol's 2023 TE-SAT report

Dear Sir or Madam,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, and Regulation 1367/2006 on the application of the provisions of the Aarhus Convention on Access to Information in Environmental Matters, I am requesting documents containing the following information:

As related to Europol’s European Union Terrorism Situation and Trend Report 2023 (see: https://www.europol.europa.eu/cms/sites/default/files/documents/Europol_TE-SAT_2023.pdf):

Any documents, reports or communication by Member States, national or local police or other organisations, as well as Europol’s own research, that forms the basis of the following five statements in the report:
1. “In 2022, there has been a clear uptick in environmental activism noted in Member States.” (Pg. 71)
2. “...some of environmental activists’ narratives might have the potential to incite violence among extremists.” (Pg. 71)
3. “Some Member States fear the further radicalisation of parts of the environmental activist scene in the EU towards violent extremist and terrorist activity, possibly carried out by clandestine groups.” (Pg. 71)
4. “Given some already observed overlaps in narratives, environmental activists may be increasingly influenced by violent extremist messaging, particularly in the left-wing and anarchist scenes.” (Pg. 73)
5. “Violent extremists and terrorists belonging to different ideologies and with various backgrounds are likely to further converge on topics of common interest, as well as on targets and tactics, posing additional challenges for monitoring, prevention and investigation.” (Pg. 73)

Documents may include but are not limited to reports, data, research, presentations, emails, meeting minutes, memos, briefings, studies, attachments, any proprietary documents for meetings or any other relevant documents either submitted to Europol by any staff in Member States, including but not limited to national government officials and staff, national police forces, local police forces, and any other law enforcement agencies or between Europol staff internally.

The intention of this request is to understand what information Europol is referencing in the five quotations above and which Member States in particular have noted “clear uptick in environmental activism” and/or “fear the further radicalisation of parts of the environmental activist scene”.
