Source code for the apps of the European Parliamentary Research Service (EPRS)

Request on the basis of regulations 1049/2001 and 1367/2006

Dear European Parliament,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001 and 1367/2006, I am requesting documents which contain the following information:

The website https://epthinktank.eu/ of the European Parliamentary Research Service (EPRS) features two big buttons for the EPRS apps for Android[1] and iOS[2].
Please send me the source code for these two apps, including documentation and build instructions, if needed.

Please also consider publishing/releasing the Android app/it's source code on F-Droid, an alternative Android app store for libre/open-source apps.[3] There is an FAQ entry[4] and a quick start guide for that.[5]

Dear European Parliament, please refer this to the person handling confirmatory applications. The European Parliamentary Research Service does provide services for citizens of the European Union, as it describes on it's own website[1]. These e.g. include a “Legislative Train Schedule” (point 4) and the mentioned EPRS App (point 5). In my opinion, thus the requested items are "content [...] concerning a matter relating to the [...] activities within the institution's sphere of responsibility". The EPRS app furthermore provides citizens access to legislative and budgetary documents, thus the app's service falls under the EU's sphere of responsibility. Your second argument for rejecting my request is that the “public disclosure of the applications source code [...] would put the Parliament at an increased risk of falling victim to cybercrime or external influence, thus disrupting Parliament's [...] security.". I dissent with this argument. There is no technical reason why the release of the source code of an app for European citizen to access documents threatens the European Parliament's security. The request for the app's source code means the source code that has been requested will only run on the client, thus it technically cannot jeopardize the running of the EPRS' server. The release of the source code would also not be without precedent, as the EU has supported and developed several open-source projects in the past as e.g. listed on https://opensourceprojects.eu/.
