Transparency unit staffing and budget

Dear Sir or Madam,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

For the years 2017, 2018 and 2019:

- any and all documents that contain the number of staff in your Transparency Unit (or the department dealing with access to EU documents requests) - this could be, for instance, organigrams or staffing plans that are specific to that unit;
- any and all documents containing the budget for your Transparency Unit (or the department dealing with access to EU documents requests); I would appreciate the most detailed version of this budget possible.

And for the years 2016, 2017 and 2018:

- any and all documents containing data on the handling of access to EU documents requests by this institution; I am looking specifically for broken down data, per year, on the number of initial access to documents applications received, and the number of confirmatory applications received.

Dear Ms Izuzquiza, Thank you for contacting the European Court of Auditors (ECA). As a foreword, please note that your request for access to documents has been processed in accordance with Article 6 of Decision No 12/2005 of the Court of Auditors regarding public access to Court documents<https://www.eca.europa.eu/Lists/ECADocuments/DEC12_2005/DEC12_2005_EN.PDF> (as amended by Court Decision No 14/2009). Regulation 1049/2001 regarding public access to European Parliament, Council and Commission documents is not applicable to our institution. We would like to inform you that the ECA is a task-based organisation since its reform of 1 January 2016, therefore there are no Units in ECA. The task related to the Access to documents requests is handled with the ECA-INFO requests for information, which is assigned to the ECA Presidency. More information about our organisation is available on our Governance webpage<https://www.eca.europa.eu/en/Pages/Structure.aspx>. One full-time job covers this task, and, according to the nature of the request, other resources from possibly all ECA departments might be involved for providing the relevant information. There is no documented breakdown of the budget dedicated to this task, however the budget of the administration costs is available under the relevant budgetary lines from the EU budget online<https://eur-lex.europa.eu/budget/www/index-en.htm>. With regard to the data on handing access to documents requests, please note that as Regulation 1049/2001 is not applicable to our institution, therefore we are not bound to have an official register for the applications received. However, in response to your request, we can indicate that we identified the following access to documents requests: - 2016: 17 requests; - 2017: 19 request, out of which one confirmatory application; - 2018: 27 request.
