Dear Mr
Antragsteller/in,
Further to your application seeking public access under Regulation (EC) No 1049/2001 to documents related to the production of the videos on a proposal for the Copyright Directive published on Parliament's Twitter official account
https://twitter.com/Europarl_DE/status/1100705082470027264
https://twitter.com/Europarl_EN/status/1100697243521294336
and in particular to:
1. the raw material filmed during the production of the video;
2. all other documents showing the history of the video;
3. all documents showing the costs for the production of the video,
Parliament informs you of the following:
As a preliminary question and in order to facilitate the understanding of this email, Parliament would like to point out that the first video you mention in your application, the longer one with English audio and German subtitles, is the master video created for publication in Parliament's Web portal and other platforms such as Twitter. The second video, the shorter one with English text is the Facebook version and was created on the basis of the master video. Therefore, the process for production explained below applies to both videos.
As for the points specified in your application:
1) Raw material
Parliament does not hold any raw material concerning the production of the videos since the making of the video was carried out by an external company under the instructions of Parliament. Indeed, Parliament has signed a framework service contract with a Media Consortium for editorial and creative strategy services and content production concerning news (winner of the lot 2 of the public procurement for Parliament's Web video and multimedia services). You can find more information on the contract award notice published in the supplement to the Official Journal of the EU - TED (Tenders Electronic Daily) website:
https://ted.europa.eu/udl?uri=TED:NOTICE:281958-2016:TEXT:EN:HTML
2) History of the videos
Under the umbrella of the above-mentioned framework service contract, specific products are gradually ordered in accordance with the priorities dictated by the parliamentary activity and the relevance of the different legislative files:

The production of the videos at stake was decided in this context, taking into account the relevance of the copyright file. In this respect, Parliament has identified a planning table used by the competent services in which you can see the slot foreseen for the copyright videos. This document is attached to this email.
More in particular about the production of the videos at stake:
- as far as the master video is concerned, the contractor proposed a first version of the script for the copyright video. The relevant unit within Parliament carried out two reviews of such script and approved the second one. The two specific emails dealing with the first and second reviews have been identified by Parliament and are also provided to you as attachments to this email. Please note that names have been deleted pursuant to the EU legislation on personal data protection.
- concerning the script of the Facebook version, the contractor submitted by email a proposal to the relevant unit within Parliament which was adopted with slight changes. Such specific email has been identified and it is also provided to you as attachment to this email with the names redacted pursuant to the EU legislation on personal data protection.
3) Costs of production
In execution of the above-mentioned framework service contract, Parliament presented the contractor with an order for the production of a series of videos. The total amount of that order encompasses the cost of several videos and not just the two videos concerned by this application. Therefore, Parliament has not been able to identify any documents containing only the information about the cost of the videos at stake as you request in the application.
On this basis, Parliament considers your application as handled and the file closed. Please do not hesitate to come back to us, should you have any new request for specific Parliament documents.
Kind regards,
